The Call to Action
     While South Sudan has successfully emerged from
      decades of conflict, many issues still exist across the
      country
     Each State has its own unique set of conflicts, some of
      which are undercurrents, while others are ongoing issues
     It is necessary for a number of actions to take place at the
      national level to support conflict mitigation in the states
     One of the obstacles to stabilization is the shortfall in
      capacity at state and national levels, and at the Joint
      Operating Centers

CMSI I Was Instrumental In Setting
  the Stage for Nationwide Stabilization
     CMSI I assisted each of the states to draft conflict
      mitigation plans and action plans.
     It ensured that states bought into the plans and took
      ownership of them
     CMSI I advisors built solid relationships with their
      counterparts (largely the Governors of the states)
     Each state program customized a conflict mitigation and
      stabilization effort to meet the individual needs of the
      state.

CMSI II Will Build on the Success of
  CMSI I
     The US Government has outfitted CMSI II with an
      expanded mandate
       A greater emphasis on capacity building
       Responsibility for JOC maintenance and operations
       Money for training and capacity building

     CMSI II is responsible for assisting the states to develop
      mechanisms to implement the plans developed in CMSI I
     CMSI will track its progress towards institutional
      development and its impact on conflict

CMSI II Scope of Work
     Task I: Assist South Sudanese authorities at state and
      local levels to strengthen and implement state plans
     Task II: Assist and facilitate South Sudanese authorities
      at the national level to devise and implement a national
      plan
     Task III: Develop and implement stabilization projects to
      quickly contain local conflicts
     Task IV: Provide training and maintenance for Joint
      Operations Centers (JOCs

Critical Success Factor I:
  Transition
     CMSI II advisors are a mix of highly experience conflict
      advisors drafted from other conflict environments and
      advisors returning from CMSI I
     CMSI I and CMSI II advisors will work closely to ensure a
      smooth transition in states with new advisors
     The project will create a teaming arrangement between
      advisors experience in South Sudan specific issues and
      advisors with particular technical skills
     The team has already met with the Minister of Interior and
      has begun the relationship building process
