What is News Agency?
• A news agency is an organization that gathers news reports and sells them to
subscribing news organizations, such as newspapers, magazines,
and radio and television broadcasters. A news agency may also be referred to
as a wire service, newswire, or news service.

Short title, extent and commencement
• This Ordinance may be called the Press, Newspaper, News Agencies and
Books Registration Ordinance, 2002.
• It extends to the whole of Pakistan.
• It shall come into force at once.
PRELIMINARY
• Definitions. –
• Book includes every volume, part or division of a volume, and pamphlet, in any
language and every sheet of music, map chart, or plan separately printed or
lithographed
• Federal Government means Ministry of Information and Media Development
• Paper means any document including a newspaper, other than a book
• Government means the Provincial Government
• Printer means a person who has made and subscribed a declaration

AND NEWS AGENCIES
• Particulars to be printed on books and papers
PRINTING PRESSES, NEWSPAPERS
AND NEWS AGENCIES
• Keeper of printing press to make declaration
• (No person can publish a newspaper unless he has declaration from D.C.O)
• Publication of newspapers
• (No news agency shall disseminate or diffuse a news that contradict with the ordinance)
• No minor to be printer, publisher or editor
• (Any Person who has age less than 18 can’t be a editor ,publisher or printer)
• Declaration of the printer, publisher and news agency.
• (the title of the newspaper, Language, Name of Author, the periodicity of its publication, Bank
Account)
PRINTING PRESSES, NEWSPAPERS
AND NEWS AGENCIES
• Effect of change of language, or place of publication
• (The printer or publisher shall notify such change to the D.C.O, If it changes from one
province to another they need a fresh declaration)
• Effect if printer or publisher leaves Pakistan.
• (The declaration shall become void unless:- period not exceeding one year, Informs in writing to the
D.C.O)
• Putting copy in evidence
• Authentication of the declaration.
• Authenticate a declaration in writing By D.C.O or Deputy Commissioner
• (Did not authenticate a declaration unless D.C.O confirms that :- No criminal record, declaration not
made by owner, Denied anywhere in Pakistan)

AND NEWS AGENCIES
• Effect of non-publication of newspaper.
• Where a newspaper after publication is not published.
• in the case of a daily newspaper, for sixteen days in a calendar month;
• in the case of a weekly newspaper, for eight weeks in a calendar year;
• in the case of a fortnightly newspaper, for two months;
• in the case of a monthly newspaper, for four months;
• in the case of a quarterly newspaper, for six months;
• in the case of a six-monthly newspaper, for one year;

• Publication of newspapers
• Restriction on publication of certain material.-
• photographs or pictures of terrorist (bodies of victims of terrorist activities)
• sectarianism, ethnicism or racialism
• any material that defames the armed forces
• Ideology, sovereignty, integrity or security of Pakistan
• that is likely to incite violence
• conflict with the commonly accepted standards of morality (vulgarity)

AND NEWS AGENCIES
• Restrictions on foreign ownership of newspapers.
• No person who is not a citizen of Pakistan shall own or hold any interest in any newspaper printed or publish in a
province except with the previous approval of the Government, and no such person shall in any case own or hold
more than twenty-five per cent of the entire proprietary interest of any such newspaper, whether in the form of
shares or by way of sole ownership, partnership or otherwise.
• Cancellation of declaration.
• (In contravention of the provisions of this Ordinance or rules made their under)
• The newspaper mentioned in the declaration bears a title which is the same as or similar to, that of any other newspaper
published either in the same language or in the country
• The printer and publisher has ceased to be the printer or publisher of the newspaper mentioned in such declaration)
• Person whose name has been incorrectly published as editor may make declaration before a District
Coordination Officer or, where the District Government has not come into being, the Deputy
Commissioner.
• (Make a declaration within two weeks)
DELIVERY OF BOOKS
• Copies of books printed to be delivered gratis to Government.
• Receipts of copies so delivered
• Disposal of copies.
• Copies of newspapers printed in the province to be delivered gratis to
Government
PENALTIES
• Penalty for contravention of section 3
• Twenty thousand rupees or with simple imprisonment for a term not exceeding six
months or with both
• Penalty for keeping printing press without making a declaration
• Twenty thousand rupees or with imprisonment for a term not exceeding six months or
with both
• Punishment for making false statement
• Twenty thousand rupees and with imprisonment for a term not exceeding six months.
PENALTIES
• Penalty for printing or publishing newspaper in contravention of the
provisions
• Twenty thousand rupees or with imprisonment for a term not exceeding six months or
with both.
• Penalty for failure to make a declaration
• Fine not exceeding twenty thousand rupees
• Penalty for disseminating unauthorized new-sheets and newspapers.
• Be punishable with imprisonment for a term not exceeding six months, or with fine, or
with both.
PENALTIES
• Penalty for not delivering book
• With fine which may extend to one thousand rupees for each such default
(And pay sum the value of the copies)
• Penalty for failure to supply copies of newspaper gratis to Government
• Be punishable with fine which may extend to one hundred rupees for each such default.
• Recovery of amount payable
• Pakistan Penal Code (Act XLV of 1860) for the levy of a fine
PENALTIES
• Responsibilities
• Responsibility of page In–charge.
• checking the contents of the pages and ensure due satisfaction of the material
• Responsibility as regards to the offences and its cognizance
• whose willful intention, mistake, negligence or ignorance
• Cognizance of offence
• No court inferior to that of a Magistrate of the First Class shall take cognizance
REGISTRATION OF BOOKS
• Registration of memorandum of books
• The title of the book and the contents of the title page;
• The language in which the book is written;
• The name of the author, translator or editor of the book or any part thereof;
• The subject;
• The place of printing and the place of publication;
• The name or firm of the printer and the name or firm of the publisher;
• The date of issue from the press or of the publication;
• The number of sheets, leaves or pages;
• The size;
• The map included in the book along with source and area;
• The first, second or other number of the edition;
• The number of copies of which the edition consists;
• The price at which the book is sold to the public’ and
• The name and residence of the proprietor of the copy-right or of any portion of such copy-right.
• Publication of the memoranda registered
REGISTRATION OF NEWSPAPERS
• Appointment of Press Registrar and other Officers
• (The Federal Government Shall appoint a civil servant of Basic Scale 20 as Press Registrar
of newspapers for Pakistan and such other officers under the general superintendence and
control of the Press Registrar as may by general or special order provide for the distribution
or allocation of function to be performed by them under this Ordinance)
• Certificates of Registration:
• On receiving a copy of declaration from the District Co-ordination Officer or,, the Press
Registrar shall within seven days, issue a certificate of registration of the newspaper to its
publisher.
REGISTRATION OF NEWSPAPERS
• Register of Newspapers
• The Press Registrar shall maintain a Register of newspaper
• The title of the newspaper;
• The language in which the newspaper is published;
• Periodicity of the publication of the newspaper;
• The name of the editor, printer and publisher of the newspaper;
• The place of printing and publication;
• The average number of pages per week;
• The number of days of publication in the year;
• Retail selling price per copy; and
• The name and addresses of the owners of the newspaper and such other particulars relating to ownerships as may be
prescribed.

PRINTING PRESSES, NEWSPAPERS AND NEWS AGENCIES • Keeper of printing press to make declaration • (No person can publish a newspaper unless he has declaration from D.C.O) • Publication of newspapers • (No news agency shall disseminate or diffuse a news that contradict with the ordinance) • No minor to be printer, publisher or editor • (Any Person who has age less than 18 can’t be a editor ,publisher or printer) • Declaration of the printer, publisher and news agency. • (the title of the newspaper, Language, Name of Author, the periodicity of its publication, Bank Account)

PRINTING PRESSES, NEWSPAPERS AND NEWS AGENCIES • Effect of change of language, or place of publication • (The printer or publisher shall notify such change to the D.C.O, If it changes from one province to another they need a fresh declaration) • Effect if printer or publisher leaves Pakistan. • (The declaration shall become void unless:- period not exceeding one year, Informs in writing to the D.C.O) • Putting copy in evidence • Authentication of the declaration. • Authenticate a declaration in writing By D.C.O or Deputy Commissioner • (Did not authenticate a declaration unless D.C.O confirms that :- No criminal record, declaration not made by owner, Denied anywhere in Pakistan)

PRINTING PRESSES, NEWSPAPERS AND NEWS AGENCIES • Effect of non-publication of newspaper. • Where a newspaper after publication is not published. • in the case of a daily newspaper, for sixteen days in a calendar month; • in the case of a weekly newspaper, for eight weeks in a calendar year; • in the case of a fortnightly newspaper, for two months; • in the case of a monthly newspaper, for four months; • in the case of a quarterly newspaper, for six months; • in the case of a six-monthly newspaper, for one year;

PRINTING PRESSES, NEWSPAPERS AND NEWS AGENCIES • Publication of newspapers • Restriction on publication of certain material.- • photographs or pictures of terrorist (bodies of victims of terrorist activities) • sectarianism, ethnicism or racialism • any material that defames the armed forces • Ideology, sovereignty, integrity or security of Pakistan • that is likely to incite violence • conflict with the commonly accepted standards of morality (vulgarity)

PRINTING PRESSES, NEWSPAPERS AND NEWS AGENCIES • Restrictions on foreign ownership of newspapers. • No person who is not a citizen of Pakistan shall own or hold any interest in any newspaper printed or publish in a province except with the previous approval of the Government, and no such person shall in any case own or hold more than twenty-five per cent of the entire proprietary interest of any such newspaper, whether in the form of shares or by way of sole ownership, partnership or otherwise. • Cancellation of declaration. • (In contravention of the provisions of this Ordinance or rules made their under) • The newspaper mentioned in the declaration bears a title which is the same as or similar to, that of any other newspaper published either in the same language or in the country • The printer and publisher has ceased to be the printer or publisher of the newspaper mentioned in such declaration) • Person whose name has been incorrectly published as editor may make declaration before a District Coordination Officer or, where the District Government has not come into being, the Deputy Commissioner. • (Make a declaration within two weeks)
  • 28. DELIVERY OF BOOKS • Copies of books printed to be delivered gratis to Government. • Receipts of copies so delivered • Disposal of copies. • Copies of newspapers printed in the province to be delivered gratis to Government
  • 29. PENALTIES • Penalty for contravention of section 3 • Twenty thousand rupees or with simple imprisonment for a term not exceeding six months or with both • Penalty for keeping printing press without making a declaration • Twenty thousand rupees or with imprisonment for a term not exceeding six months or with both • Punishment for making false statement • Twenty thousand rupees and with imprisonment for a term not exceeding six months.

PENALTIES • Penalty for printing or publishing newspaper in contravention of the provisions • Twenty thousand rupees or with imprisonment for a term not exceeding six months or with both. • Penalty for failure to make a declaration • Fine not exceeding twenty thousand rupees • Penalty for disseminating unauthorized new-sheets and newspapers. • Be punishable with imprisonment for a term not exceeding six months, or with fine, or with both.

PENALTIES • Penalty for not delivering book • With fine which may extend to one thousand rupees for each such default (And pay sum the value of the copies) • Penalty for failure to supply copies of newspaper gratis to Government • Be punishable with fine which may extend to one hundred rupees for each such default. • Recovery of amount payable • Pakistan Penal Code (Act XLV of 1860) for the levy of a fine

PENALTIES • Responsibilities • Responsibility of page In–charge. • checking the contents of the pages and ensure due satisfaction of the material • Responsibility as regards to the offences and its cognizance • whose willful intention, mistake, negligence or ignorance • Cognizance of offence • No court inferior to that of a Magistrate of the First Class shall take cognizance

REGISTRATION OF BOOKS • Registration of memorandum of books • The title of the book and the contents of the title page; • The language in which the book is written; • The name of the author, translator or editor of the book or any part thereof; • The subject; • The place of printing and the place of publication; • The name or firm of the printer and the name or firm of the publisher; • The date of issue from the press or of the publication; • The number of sheets, leaves or pages; • The size; • The map included in the book along with source and area; • The first, second or other number of the edition; • The number of copies of which the edition consists; • The price at which the book is sold to the public’ and • The name and residence of the proprietor of the copy-right or of any portion of such copy-right. • Publication of the memoranda registered
  • 34. REGISTRATION OF NEWSPAPERS • Appointment of Press Registrar and other Officers • (The Federal Government Shall appoint a civil servant of Basic Scale 20 as Press Registrar of newspapers for Pakistan and such other officers under the general superintendence and control of the Press Registrar as may by general or special order provide for the distribution or allocation of function to be performed by them under this Ordinance) • Certificates of Registration: • On receiving a copy of declaration from the District Co-ordination Officer or,, the Press Registrar shall within seven days, issue a certificate of registration of the newspaper to its publisher.
  • 35. REGISTRATION OF NEWSPAPERS • Register of Newspapers • The Press Registrar shall maintain a Register of newspaper • The title of the newspaper; • The language in which the newspaper is published; • Periodicity of the publication of the newspaper; • The name of the editor, printer and publisher of the newspaper; • The place of printing and publication; • The average number of pages per week; • The number of days of publication in the year; • Retail selling price per copy; and • The name and addresses of the owners of the newspaper and such other particulars relating to ownerships as may be prescribed.
