This document summarizes a presentation on using public policy to teach economics. It discusses three main topics:
1. Teenagers' choices being optimal given their preferences and constraints. It argues their choices reveal their preferences and should be respected as rational decisions.
2. The price elasticity of tobacco and effects of increasing tobacco excise taxes. It estimates demand is price elastic and models how a tax increase could reduce smoking, spending and costs while increasing government revenue.
3. Simplifying Australia's public and private education system using a revenue-neutral education voucher. It argues a per-student voucher worth $24,000 would allow more choice based on parental preferences revealed by willingness to pay.
