Kathryn Freshley presented on why she supported a leasing agreement between the Third Mutual and Capital Infrastructure LLC dba Connexion Technologies. Initially, she was doubtful of the business proposition but investigated further. She came to understand Connexion's business model of being a concentrator of services to local private communities and providing vehicles to reach users by contracting with service providers. The agreement protects the Third Mutual as they still own the cable system and equipment, can change programming contracts and channel lineups, and keep revenue from the TV station. Personnel transferred to Connexion would remain operating in the community and could transfer back, allowing the Third Mutual to resume control with no service interruption if needed.
