Lord, as we embark on strengthening our Barangay-Based Institutions through the
formulation of effective Barangay Peace and Order Plans (BPOPs) and Barangay
Anti-Drug Plans of Action (BADPA), we seek Your wisdom and guidance. Grant us
clarity of mind, unity of purpose, and sincerity in our intentions.
Bless each participant and may this activity become a meaningful step toward building more
peaceful, drug-free, and resilient communities.

BAKAS Rationale
• Recent functionality assessments in the
Municipality of Sta. Monica revealed that
several barangays still have low to moderate
performance ratings, primarily due to weak
formulation, poor implementation, and
underutilization of their Barangay Peace and
Order Plans (BPOPS) and Barangay Anti-Drug
Plans of Action (BADPA).
BAKAS Rationale
• To respond to this challenge, the MLGOO, in
partnership with the Municipal Peace and Order
Council (MPOC) and the Municipal Anti-Drug
Abuse Council (MADAC), proposes the conduct of
“Barangay Alang sa Kalinaw ug Kaluwasan
(BAKAS)”, a capability development initiative
designed to empower Barangay-Based Institutions
(BBIs) in effectively crafting and implementing
their peace and order and anti-drug plans.
BAKAS Rationale
• The term BAKAS, which means “trace” or
“footprint”, symbolizes the collective efforts of
barangays to leave a lasting mark of peace
(kalinaw) and safety (kaluwasan) within their
communities. This initiative aims to ensure
that each barangay has a well-structured,
data-driven, and operational plan that directly
contributes to building safe, drug-free, and
resilient communities in Sta. Monica.
BAKAS Objective
• To capacitate BPOC and BADAC members in formulating
strategic, realistic, and evidence-based BPOPS and BADPA plans.
• To align barangay peace and anti-drug programs with
municipal, provincial, and national frameworks on peace and order
and drug abuse prevention.
• To enhance the functionality and sustainability of Barangay-
Based Institutions through strengthened planning and monitoring
capabilities.
• To promote inter-barangay collaboration and knowledge-
sharing in peacebuilding and community safety.

pursuant to the aforementioned law, in addition to
the administrative sanctions imposed by the said

Plan
• Every Barangay shall formulate a 3 year, term-
based BPOPS Plan within 60 days after the
assumption to office of the newly-elected
barangay officials on the following focus:
– Peace and Order - covers activities that directly
address criminality, including proliferation of
drugs, armed conflict, and human rights violations
and bring about achievement of justice, peace and
order
Content of the BPOPS
Plan
The BADAC Plan of Action, which forms part of the
BPOPS Plan, shall be under the Peace and Order
– Public Safety - shall covers activities that protect
the community from dangers threatening the
general welfare and safety, such as accidents,
disaster and crime
Guidelines
• The Punong Barangay shall convene
the BPOC and the BADAC, preferably,
with the presence and participation
of the other members of the
Sangguniang Barangay, Barangay
Secretary and the Barangay Treasurer

• The BPOC and BADAC shall formulate their
respective plan. The BADAC Plan of Action
shall be approved by the BADAC members and
shall be integrated in the BPOPS Plan; or
– The BPOC and BADAC may jointly formulate the
BPOPS Plan, using the attached template and
adopt the same through a joint resolution to be
signed by BADAC and BPOC members

DIRECTIONS: determine the targets and strategies to identify the objectives. In addressing

    BAKAS Rationale • Recentfunctionality assessments in the Municipality of Sta. Monica revealed that several barangays still have low to moderate performance ratings, primarily due to weak formulation, poor implementation, and underutilization of their Barangay Peace and Order Plans (BPOPS) and Barangay Anti-Drug Plans of Action (BADPA).

    BAKAS Rationale • Torespond to this challenge, the MLGOO, in partnership with the Municipal Peace and Order Council (MPOC) and the Municipal Anti-Drug Abuse Council (MADAC), proposes the conduct of “Barangay Alang sa Kalinaw ug Kaluwasan (BAKAS)”, a capability development initiative designed to empower Barangay-Based Institutions (BBIs) in effectively crafting and implementing their peace and order and anti-drug plans.

    BAKAS Rationale • Theterm BAKAS, which means “trace” or “footprint”, symbolizes the collective efforts of barangays to leave a lasting mark of peace (kalinaw) and safety (kaluwasan) within their communities. This initiative aims to ensure that each barangay has a well-structured, data-driven, and operational plan that directly contributes to building safe, drug-free, and resilient communities in Sta. Monica.
