Section 29 of 2011 Revised Manual of
Regulations for Private Schools in Basic
Education. (As amended by DepEd Order
No. 11, series of 2011)

Application for permit/recognition to operate by a
private school is per course/level, i.e. Kindergarten,
Elementary, Junior High School and Senior High
School.
In applying for additional courses, the applicant school
must show proof of compliance with the minimum
requirements for the first two (2) curriculum years.
Important!
 Acquired its own school site within five (5)
years from the date of filing of the application
for permit to operate.
Constructed school buildings/facilities on said
school site within ten (10) years from the date
of filing of the application for permit to operate
PERMIT PHASE
RECOGNITION PHASE
Recognition is another form of government
approval granted to a course or courses of
study, which have been satisfactorily
operating under government permit.
Recognition is for fifty (50) years and it is
revocable for a cause.
When applying for government
recognition, it is necessary that the title
of the LOT is under the name of the
school registered through Securities and
Exchange Commission (SEC).
Important!
PROCESS in the Application for Permit/Recognition to
operate courses (Regional Memorandum No. 1, series 2015)
 Opening of a new school or for the operation of
a new grade level
 shall be submitted one (1) year prior to its
operation following dates:
a. Division Office – on or before June 30
b. Regional office - on or before August 30
PROCESS in the Application for Permit/Recognition to

 Opening of a new school or for the operation of
a new grade level
 Initial processing and inspection by the
Division office before it is indorsed to the
Regional Office on the following dates:
a.Renewal of permit – January 2nd
b.For recognition - February 1st
PROCESS in the Application for Permit/Recognition to

 Opening of a new school or for the
operation of a new grade level
 Compliance of deficiencies
 After all necessary documents are
submitted and the school site is ready the
Regional office will now issue permit or
recognition to operate.
 Pupils/Students who studied in schools
without government permit should take
the Philippine Education Placement Test
(PEPT) to be administered by the Bureau
of education Assessment (BEA).

 Updated Board resolution on the operation of new course certified by the
Corporate Secretary.
 Feasibility study indicating the relevance of the course to the development of the
community.
 Article of Incorporation and By-laws duly registered with SEC (For new school)
 Copy of Basic Education Information BEIS
 Transfer Certificate of Title. (Lease contract if you do not own the lot)
 Statement of location.
 Campus development and landscaping plans
 Documents of ownership of school building (For new school)
 Certificate of Occupancy of the school buildings from the municipality/city
authorities.
 Pictures of the school site, buildings, classrooms, laboratories, libraries, medical
and dental health facilities, canteen, sports and recreational areas, etc.

 Copy of latest financial statement certified by an independent Certified
Public Accountant (CPA). (For existing school only)
 Proposed budget/annual expenditures for the succeeding school year
approved by the board of trustees.
 Proposed Curriculum duly signed by the School Head.
 Latest copy of approved Tuition Fee/proposed schedule of tuition and
other school fees under oath duly supported with the list of proposed
programs and projects for each proposed fee including approximate
costing of each.
 Latest copy of receipt of payment of SSS, Philhealth, Pagibig, and copy
of retirement plan.
 List of School Administrators with attached photocopies of their
credentials
