Fiscal consolidation is again a top policy priority as public debt levels remain high following the Great Recession. This document examines 91 episodes of fiscal consolidation between 1945 and 2012 in advanced and developing economies to understand what size of fiscal adjustment has been feasible. It finds that in over half of episodes, countries improved their primary balance by 5.4% of GDP on average, and in 25% of cases, the overall deficit was reduced by around 8% of GDP. While these sizable adjustments were usually enough to stabilize debt levels, debt ratios did not return to initial levels and countries maintained higher, though stable, debt ratios going forward.
Growing wage dispersion, rather than declining labor share of income, has been the primary driver of rising income inequality according to a new IMF study. Using household surveys and macroeconomic data from 81 countries over 40 years, the study found that the largest factor contributing to increasing income inequality was growing disparity in wages, particularly at the top of the wage distribution. Rising financial globalization, decreasing unionization, and a shrinking state sector were also found to associate with wider wage dispersion.
