The census counts everyone in England and
Wales
The cost and effort of taking a census is only worthwhile when
the results are provided to users in ways that allow them to
use the information to improve the decisions they make.

Purpose of the census
All kinds of organisations, from local authorities to charities, use census information.
There are two main types of use:
1. Describing the population on Census day
2. Informing the decisions of the future
We want our outputs to help answer the most important questions facing society

Aims of this consultation
• The consultation document and supplementary materials
act as a draft release schedule and prospectus
• The consultation is about what data we plan to produce
• How we produce the data is only discussed where it is
relevant to decisions on what we plan to produce
• Results will help us:
• identify any new or changed data needs
• prioritise the development of proposed outputs products
• finalise our release schedule and prospectus
• develop plans to supplement Census 2021 data

Maximising the value of census
data in times of change
• We want to maximise the use and utility of Census 2021 data
• Census has always been a snapshot, but also used as the
best estimate for informing decisions many years later,
particularly where less alternative information available from
other sources
• The current period of societal change will likely mean that
some characteristics are subject to more rapid change
• We always planned to combine and supplement census data
with other sources, the focus of that work is now slightly
different

Census 2021 data dissemination ‘hybrid’ model
The 2021 dissemination model combines:
• Ready-made tables*, providing data tables for all areas
• They are similar in concept to the Local Characteristics
• They will give users data that is comparable over space and time
*Also the case for Topic Summaries (similar to 2011 Quick Statistics) and Area Profiles (similar to 2011 Key Statistics)
• Build-your-own table functionality, letting users choose their own combinations
of variables and detail
• What is made available will be dependent on the characteristics of the areas
being requested
• Provides users with flexibility to get more data that is specific to their needs

spreadsheet, available from the “related links” section of Census 2021 outputs consultation.

• Beyond March 2023, we plan to release:

We’re asking what data tables and analysis you need for small populations. Our initial proposal is to produce
tables equivalent to those published in 2011.
17 tables for these groups:
• National identity - Cornish
• Ethnic group - Kashmiri
• Ethnic group - Nepalese
• Ethnic group - Sikh
• Religion - Ravidassia
• Religion – Jain
For Census 2021 outputs, we are defining Sikh
and Jain using both religion and ethnic group.
Local-authority-level tables by five-year age bands
