ABOUT THE CONFERENCE
The title of Conference “Make in India our PM Vision : Role of Engineering  Management Innovation to
Achieve thisVision” is matter of great concern for Indian Economy. Our PM Shri Narendra Modi has come
to power by promising rapid economic growth that delivers millions of jobs. To achieve this, Modi has
devised a ‘Make in India’policy launched with a blaze of publicity, it seeks to make India a manufacturing
giant and attract global investors. It aims to raise the share of manufacturing in GDP from the current 13-
14% to 25%. Modi is envious of the rise of China as a manufacturing giant. India has lagged far behind for
decades, and he naturally wants India to catch up. Problem for all the hoopla and cheering at various Modi
meetings and summits, the growth of manufacturing in the July-September quarter was 0.1%. The growth
of fixed investment, the foundation of future production, was virtually zero. Alas, people are not “making
in India”, and are not investing to make in the future either. Probably things will improve a bit in the next
quarter: early trends suggest that manufacturing growth may go up to 2.5%. But remember that during the
much-derided Nehruvian licence permit raj, manufacturing used to grow at 4-5% per year. One
industrialist who does not want to be quoted asks, “Why will foreigners come to invest here when Indians
are not investing?” During his foreign visits, Modi urged global giants to Make in India. They replied
politely that they will surely consider this, but such politeness must not be confused with serious intent. A
US businessman said during Modi’s US visit, “There are lots of sizzle, but where the steak is?” He’s still
waiting. Modi must accept an elementary fact: ‘Make in India’can only be an outcome, not a policy . If he
creates conditions in which all sorts of investment will thrive, the outcome will be a rush to produce in
India, by both Indians and foreigners. If the conditions are not conducive, no amount of sloganeering will
create a Make in India rush. In such conditions, attempts to force the share of manufacturing up to 25% will
fail, exactly as Nehru-Indira policies failed in the license permit raj. So will additional tax breaks or
subsidiesforSpecialEconomicZones.
The government has produced a list of items currently imported, and wants to make them in India. This
import substitution approach is reminiscent of Nehruvian days. Modi is implementing the Congress idea of
forcing public sector units to procure 20% of their supplies from MSMEs (micro, small and medium
enterprises). This is a partial return of the old, failed reservation for small-scale industries. Quotas,
reservations and subsidies do not square with Modi’s promise of “minimum government, maximum
governance”. The Doing Business report of the World Bank and IFC for 2015 places India at just 142nd of
189 countries surveyed in ease of doing business. India used to be 116th of 155 countries a decade earlier.
Has Modi’s coming made a difference? Well, say businessmen, corruption is down a bit and file clearances
are faster, but the big picture hasn’t changed much. Land acquisition remains moribund, state-level
clearances are slow even if central clearances are given, labour laws remain unchanged, infrastructure
remains a big bottleneck, the electricity sector is bust, banks are reeling under bad debts, and the public-
private partnership model is broken.We have seen modest increases in FDI limits in insurance and defence,
and minor reductions in ministerial discretion and inspectors’powers.These barely touch the fringes of the
rulesandproceduresstranglingbusiness.

The Doing Business report ranks India 184th in ease of getting a construction permit, 134th in getting
electricity connections, 121st in registering property , 156th in paying taxes, 122nd in ease of foreign trade,
137th in resolving insolvency, and 186th in enforcing contracts. This is pathetic. Modi has shown little or
no action on these fronts. Many of these issues fall within the states’jurisdiction, and Modi has neither the
means nor inclination to impose tough reforms on the states. Modi in his election campaign said the
government should not be in business. But he has no plans to privatize anything, not even white elephants
like Air India. At the ET Now conclave, energy minister Piyush Goyal said he was proud of Coal India, a
company whose productivity is one-tenth that of the bestAustralian andAmerican mines.If you cannot see
the problem, can you solve it? Make in India is being confused with Make in Coal India, Make inAir India,
Make in MSMEs, Make in SEZs and so on. Even as the BJP castigates Nehru, it is adopting what look like
neo-Nehruvian ideas. Instead, Modi should focus on making business as easy and honest as possible,
avoiding artificial props, curbing inflation and fiscal deficits, ensuring a realistic exchange rate, and letting
the market decide which sectors should flourish. Investors from everywhere will then rush in to Make in
India. Our PM has stressed on Make in India but most important question is how it is possible and what are
major factors of Make in India. Whole world is struggling with economic downfall and recession due to
many factors . Indian industry is also effected very badly due to world wide economic instability and
financial crisis . Some of biggest economies of world like China, USA, US and many other countries are
much ahead than India due to many crucial factor like Management and Technology, overall environment
for business. India is biggest supplier of Manpower at present to many advanced countries even than India
is not successful nation like development countries what are the reasons and factors which are not dealt
with proper concern. Mushroom Growth of Technical Education is great concern for Indian economy,
India has large number of Engineering  Management Institution in comparison to many countries and
biggestsuppliertomanyCountriesevendevelopedcountrieslikeUSA,US etc.
If we see potential of India, India has all qualities to become world leader in Engineering  Management
but biggest question is how to utilize these factors for actual result. Some of data shown in tables show how
India has positive edge and present conference highlights many issues of concern for” Make in India “with
special reference to Engineering  Management Innovations. Present conference is gathering of Industry
Academics world on conference topic. We are glad that we have received more than 70 Research Papers
and more than 25 Guest Speakers are given consent for Conference. I am hopeful that after debate 
deliberation by experts many important issues will come up with proper solution which can be helpful to
our Indian economy to achieve vision of our Prime Minister. This conference will touch many technical 
Management issues which are must to discuss and all stakeholders must come with positive solution for the
success ofourfuturegoalofMakeinIndia.

Dr. Rakesh Sehgal is currently working as Director-cum-Principal in RGGEC, Kangra. He
Graduated in Mechanical Engineering from Annamalai university in 1985 with distinction and
Masters in Design of Mechanical equipment from IIT Delhi in 1991. He Received Ph.D. in
Tribology from Kurukshetra university in 2001 and Post Doctorate in 2011under UGC PDFAward.
His area of interest includes Tribology Material Characterisation; Reliability Modeling 
Evaluation; Mechanism Synthesis. He has more than 29 years of experience in Research and
Teaching. He has been a member of many professional societies at national and international level
including LMIE (India), LMISTE , LMAMM, LMISTAM , MASME, LMTSI, LMMRSI . He has
conducted a number of International  National Conferences and Seminars. He has about 109
publications in reputed International  National Journals. He has visited 8 Countries for
professionalactivities.
Dr. Rakesh Sehgal
Dr. P. C. Tewari is currently working as Professor in Mechanical Engineering Department in NIT
Kurukshetra. He Received Ph. D and M.Tech in Mechanical Engineering from NIT Kurukshetra
and IIT Roorkee respectively. He has more than 27 years of teaching at U.G and P.G level. He
Guided a large number of B.Tech. Projects, M.Tech. Thesis and Ph. D Research work. His area of
interest are Performance Evaluation and Optimization, Decision Support System, System
Behavioral Analysis, Maintenance Resource Allocation, Quality, Reliability and Maintainability,
TPM,TQM, J.I.T. and MotivationalAspects etc. He has Published more than 150 Research Papers
in reputed National / International Journals and Conference proceedings. He Received Red Cross
Society Award for Blood Donation Activities and Unique Activity Award by M.T.F.C. Rohtak for
Social Services and for promoting the Basic Education amongst poor and needy children. He has
been a Life Member of Indian Society of Technical Education (ISTE), and Indian Society for
TheoreticalAppliedMechanics(ISTAM).

Dr. J. S Saini Received his Ph. D degree in Electrical Engineering from M. D. university , Rohtak
and M.Tech in Control Engineering and Instrumentation from IIT New delhi. He Completed his
B.Sc. (Engg.) degree (Hons.) in Electrical Engineering. from Punjab Univ., Chandigarh, India in
1983. He has been awarded GOLD MEDAL for the BEST ALROUND STUDENT AWARD at
B.Tech. for 1979-83 batch.He has been awarded two NationalAwards and NationalScholarship for
continuous 6 years (1978-83). He has more than 30 years of experience in Research 
Development. He has more than 60 publications in reputed International  National Journals. He
has visited 8 Countries for professional activities. He is currently working as Professor in Electrical
Engineering Department OIC Accreditations  Chief warden. His area of interest are Genetic
Algorithms, Chaotic Systems, Fuzzy Logic Applications in Control, Instrumentation,

Dr. V. K. Rastogi Received his Ph.D in Human Resource Development and MBAFrom Faculty of
Management Studies Delhi University with Electives Human Resource Management and
Behavioural Sciences He Graduated in Mechanical Engineering and Registered as Chartered
Engineer. He has about 40 years of experience in Research and Teaching. He is Presently working
as Management Consultant, Trainer and senior Visiting Faculty for MBA Programme in
Indraprastha University Delhi and other Management Institutes and conducting Training
Programmes in the area of General Management, OB  HR and other allied subjects. He Served as
Director in a reputed Management Institute and Expert Member of AICTE Visiting Committee 
Member IP University Delhi for affiliation of Institutes. Served as Expert Member in National

Prof. P. Thareja Received his Ph. D and Masters from Punjab University and IIT Roorkee
respectively. He Completed his B.Sc Engg. From PEC , Punjab University. He has more than 39
Years of Academic experience. He worked as Director cum Principal of Rayat Institute of
Engineering  Info technology , RailMajra. His areas of interest are Foundry, Powder Metallurgy
Technology, Material Substitution, Corrosion, Electroplating, Defect Remediation, Material
Development, Testing, Laboratory Development, systems Development, Business process
reengineering, Quality, Environment upgradation, Environmental Impact assessment. He has

Dr. Priyavrat Thareja
Dr. Dinesh Sharma is currently working as Vice Chairman in Neelkanth Group of Institutions,
Meerut. He Received his Ph.D. in Knowledge Management and Masters in International Trade-
IIFT in 1997. He Completed his MBAfrom Punjab technical University in 2008 and P.G. Diploma
in Marketing and Sales Management from Bhartiya Vidya Bhavan, Bombay. He has worked as
Chief Executive officer in Vidya Knowledge park, Meerut. He established and managed integrated
Education and Training Institutions as Vidya College of Engineering, Vidya School of Buisness
and Vidya Institute of Taining and Development and many more. He Worked as Executive Director

Dr. Parvinder Singh is currently working as Professor in DCRUST, Haryana, India. He Received
his Ph.D. from Maharishi Dyanand University, Rohtak and First Class with distinction in M.Tech
(CSE) from Guru Jambheshwar Univeristy, Hisar. He Completed his First Class B.E. (Electronics)
from Baba Saheb Ambedkar Marathwara University, Aurangabad (STB College of Engg,
Tuljapur). He Published more than 60 Papers in International Journal and Conferences. He has been
a Life Member of Indian Society of Technical Education (ISTE ) and Computer Society of India
(CSI ). He has Organised many National Workshops on Network and Information Security. He

Dr. Parvinder Singh
Around twenty three years of professional experience, a blend of Teaching, Research and
EducationAdministration with an excellent academic record. Dr Pankaj Chandna has the privilege
to serve as the President (Vice Chancellor), Mewar University, Chittorgarh (Rajasthan). Presently,
he is working as a Professor in the Department of Mechanical Engineering, National Institute of
Technology Kurukshetra. His Academic contributions include publishing of about sixty seven
research papers in International and National Journals / Conferences, supervision of 12 Ph.D.
scholars and 26 MTech Dissertations in the varied areas of industrial engineering. He is Recipient
of many International and National awards, appreciations including ENVIROENERGY
Technocrat Appreciation Award by WFO, UK; Technocrat Par Excellence Scroll of Honour by

Prof. Krishan kumar sharma graduated in electrical engineering in 1987 from Madan Mohan
Malviya Engineering College Gorakhpur (Now Deemed university) and did his masters in
electrical engineering with specialization in power electronics in 1992 from Institute of
Technology, BHU Varanasi (Now IIT BHU Varanasi). Presently, he is pursuing his Ph.D. in the
electrical engineering department at NIT Kurukshetra. He has supervised more than 10 M.Tech
dissertations. He has presented 3 papers in national and 2 papers in international conferences. One
of his papers is published in a peer-reviewed journal. He has also reviewed some journal papers. He
wroteabook in1997 titled'इहजीवनअनमोल'.
Prof. K. K. sharma
Presently working as a Professor in Electronics  Communication Engineering Department at
UIET, Kurukshetra University, Kurukshetra. He hasWork experience of more than 12 years with 5
years of PG experience for teaching M-Tech students. He Guided more than 22 Members of
M.Tech Dissertation thesis in Electronics and Communication Department U.I.E.T, Kurukshetra
University, Kurukshetra. He is pursuing Ph.D. from NIT, Kurukshetra in Electronics and
Communication Department and completed his M.Tech in Electronics  Communication
Engineering from IASE Deemed University, Rajasthan with 83.4% in the year (2003-2005). He

  • 9. th th th 6 NationalConferenceon11 –12 April2015 ABOUT THE CONFERENCE The title of Conference “Make in India our PM Vision : Role of Engineering Management Innovation to Achieve thisVision” is matter of great concern for Indian Economy. Our PM Shri Narendra Modi has come to power by promising rapid economic growth that delivers millions of jobs. To achieve this, Modi has devised a ‘Make in India’policy launched with a blaze of publicity, it seeks to make India a manufacturing giant and attract global investors. It aims to raise the share of manufacturing in GDP from the current 13- 14% to 25%. Modi is envious of the rise of China as a manufacturing giant. India has lagged far behind for decades, and he naturally wants India to catch up. Problem for all the hoopla and cheering at various Modi meetings and summits, the growth of manufacturing in the July-September quarter was 0.1%. The growth of fixed investment, the foundation of future production, was virtually zero. Alas, people are not “making in India”, and are not investing to make in the future either. Probably things will improve a bit in the next quarter: early trends suggest that manufacturing growth may go up to 2.5%. But remember that during the much-derided Nehruvian licence permit raj, manufacturing used to grow at 4-5% per year. One industrialist who does not want to be quoted asks, “Why will foreigners come to invest here when Indians are not investing?” During his foreign visits, Modi urged global giants to Make in India. They replied politely that they will surely consider this, but such politeness must not be confused with serious intent. A US businessman said during Modi’s US visit, “There are lots of sizzle, but where the steak is?” He’s still waiting. Modi must accept an elementary fact: ‘Make in India’can only be an outcome, not a policy . If he creates conditions in which all sorts of investment will thrive, the outcome will be a rush to produce in India, by both Indians and foreigners. If the conditions are not conducive, no amount of sloganeering will create a Make in India rush. In such conditions, attempts to force the share of manufacturing up to 25% will fail, exactly as Nehru-Indira policies failed in the license permit raj. So will additional tax breaks or subsidiesforSpecialEconomicZones. The government has produced a list of items currently imported, and wants to make them in India. This import substitution approach is reminiscent of Nehruvian days. Modi is implementing the Congress idea of forcing public sector units to procure 20% of their supplies from MSMEs (micro, small and medium enterprises). This is a partial return of the old, failed reservation for small-scale industries. Quotas, reservations and subsidies do not square with Modi’s promise of “minimum government, maximum governance”. The Doing Business report of the World Bank and IFC for 2015 places India at just 142nd of 189 countries surveyed in ease of doing business. India used to be 116th of 155 countries a decade earlier. Has Modi’s coming made a difference? Well, say businessmen, corruption is down a bit and file clearances are faster, but the big picture hasn’t changed much. Land acquisition remains moribund, state-level clearances are slow even if central clearances are given, labour laws remain unchanged, infrastructure remains a big bottleneck, the electricity sector is bust, banks are reeling under bad debts, and the public- private partnership model is broken.We have seen modest increases in FDI limits in insurance and defence, and minor reductions in ministerial discretion and inspectors’powers.These barely touch the fringes of the rulesandproceduresstranglingbusiness.

This is pathetic. Modi has shown little or no action on these fronts. Many of these issues fall within the states’jurisdiction, and Modi has neither the means nor inclination to impose tough reforms on the states. Modi in his election campaign said the government should not be in business. But he has no plans to privatize anything, not even white elephants like Air India. At the ET Now conclave, energy minister Piyush Goyal said he was proud of Coal India, a company whose productivity is one-tenth that of the bestAustralian andAmerican mines.If you cannot see the problem, can you solve it? Make in India is being confused with Make in Coal India, Make inAir India, Make in MSMEs, Make in SEZs and so on. Even as the BJP castigates Nehru, it is adopting what look like neo-Nehruvian ideas. Instead, Modi should focus on making business as easy and honest as possible, avoiding artificial props, curbing inflation and fiscal deficits, ensuring a realistic exchange rate, and letting the market decide which sectors should flourish. Investors from everywhere will then rush in to Make in India. Our PM has stressed on Make in India but most important question is how it is possible and what are major factors of Make in India. Whole world is struggling with economic downfall and recession due to many factors . Indian industry is also effected very badly due to world wide economic instability and financial crisis . Some of biggest economies of world like China, USA, US and many other countries are much ahead than India due to many crucial factor like Management and Technology, overall environment for business. India is biggest supplier of Manpower at present to many advanced countries even than India is not successful nation like development countries what are the reasons and factors which are not dealt with proper concern.
