Jointly funded by federal and state governments, Medicaid
is a health care program for qualified individuals and
families who have low income or limited resources. Since
the 1960s, Medicaid has provided health care access for
millions—including children, individuals with disabilities, and
seniors. Today, Medicaid cuts threaten the availability of
quality care to our nation’s most vulnerable citizens—our
elderly and those living in poverty.

As of July 2012, thirteen states were moving to implement
Medicaid cuts by reducing benefits, paying providers less,
or limiting eligibility. Opponents assert that trimming
provider payments will cause providers to scale back
services or stop accepting new Medicaid patients. These
cuts come at a time when the federal government is
seeking to expand the program to cover 17 million
additional people.

Ironically, findings published in the New England Journal of
Medicine made the case for broadening Medicaid programs
just as states were enacting broad-scale cutbacks. The
study contrasted three states that expanded Medicaid
coverage with three that did not, and concluded that states
with expanded coverage experienced mortality declines.
This study suggests that Medicaid cutbacks threaten the
quality of life for at-risk citizens by limiting access to quality
health care.
