RDIF, the Russia-China Investment Fund, and Tus-Holdings supported by Tsinghua University, have agreed to jointly build a science and technology park on the premises of Lomonosov Moscow State University which aims to promote the cooperation of science and technology innovation between China and Russia.

1. RDIF, RCIF and Tus-Holdings agree to jointly establish innovation center at
Lomonosov Moscow State University
Beijing, April 26, 2019 - The Russian Direct Investment Fund (RDIF), Russia’s
sovereign wealth fund, the Russia-China Investment Fund (RCIF), and Tus-
Holdings, a leading Chinese innovation-focused company, supported by Tsinghua
University, have agreed to jointly build a science and technology park on the
premises of Lomonosov Moscow State University (MSU) which aims to promote
the cooperation of science and technology innovation between China and Russia.
Tsinghua University today awarded an honorary doctorate degree to Vladimir Putin,
President of the Russian Federation, during his visit to Beijing.
After the completion of the park, it will become a platform for innovative
cooperation between scientific and technological workers and scientific and
technological enterprises of the two countries. It will not only provide hardware
infrastructure for research laboratories, conference rooms and offices for Russian
and Chinese scientists and scientific and technological enterprises involved in the
development and implementation of innovative technologies, but also provide a
whole chain of soft services such as venture capital, entrepreneurship training,
media promotion, etc.
The agreement between RDIF, RCIF, Tus-Holdings and MSU is aimed at the
development of research infrastructure as part of RDIF and RCIF’s strategy to foster
innovation in the Russian and Chinese markets. This project is included in the list of
initiatives supported by the Intergovernmental Russian-Chinese Commission on
Investment Cooperation, established by RDIF and the China Investment
Corporation in 2014 to promote cross-borderinvestment projects.
Jointly with Tus-Holdings, RDIF and RCIF are already implementing a project
aimed at the construction of a science and technology park as part of the
development of the former Tushino airfield in the north-west of Moscow. The
innovative multifunctional technology park will be the largest Russian innovation
hub and feature sports, community, research, educational, residential and
recreational infrastructure. The total investment exceeds RUB 90 bn.
Additionally, RCIF and Tus-Holdings have launched the Russia-China venture fund
with initial capital of $100 mn. The new fund will focus on finding attractive
investment opportunities in the high-tech sectors of the Russian economy, with
potential for further development in the Chinese market.

2. Kirill Dmitriev, CEO of RDIF and Co-CEO ofRCIF, said:

of the Russian Union of Rectors, a full member of the Russian Academy of
Sciences, noted:

research centers of the People’s Republic of China has deep roots. We are most
actively cooperating with Peking University, Tsinghua University, Beijing
University of Technology, with which we have created a joint university in
Shenzhen, and others. The science park of Tus-Holdings and Tsinghua University is
the world's leading one. We are familiar with its activities and we believe that the
agreement signed will enable our countries, scientific organizations and universities
to achieve new successesin scientific and technological cooperation ”.
