   The settlement in India by Europeans should at
    least be undertaken experimentally, so that its
    effects may be ascertained by actual observation on
    a moderated scale…… On nature contribution,
    therefore, I think I may safely recommended that
    educated persons of characters and capital should
    now be permitted and encourage to settle in India,
    without any restriction of locality or any liability to
    banishment at the destruction of the government.
