2. What is PFVMH?
The PFVMH is a joint project of the Health Ministry
of Ukraine, the Defense Ministry of Ukraine, the
General Staff of the Armed Forces of Ukraine (AFU)
and the Charitable Foundation “Pirogov First Volunteer
Mobile Hospital” aimed to involve civil medics and
auxiliary personnel in diagnostics, screening and
provision of medical aid to Ukrainian servicemen, law
enforcement officers and civilians who do their service
of reside in areas of the Anti-Terrorist Operation
(ATO) as well as other regions of Ukraine.

9. How long does one mission last?
Typically, a mission lasts one month.
(According to guidelines of the Finance Ministry of Ukraine, a mission may not
exceed 30 calendar days except for cases provided for by Resolution of the
Cabinet of Ministers of Ukraine #98 dated Feb. 2, 2011).

10. How volunteer medics are
legalized for ATO?
1) Based on Health Ministry Order #1254 dated Nov. 18, 2016, a
volunteer medic of the PFVMH is detached by his/her employer
and placed at the disposal of the ATO Staff;
2) The ATO Staff issues an order on arrival of the PFVMH
volunteer medic in the ATO zone;
3) The head doctor of a civil hospital in the ATO zone issues an
order on admission of the PFVMH volunteer medic to working
at the hospital (in case of frontline hospitals);
4) On completion of the mission, the ATO Staff issues an order on
departure of the PFVMH volunteer medic from the ATO zone;
5) The ATO commander or the head of the Anti-Terrorist Center
attached to the Security Service of Ukraine issues an order on
involvement of the PFVMH volunteer medic in the ATO.

11. Are there any privileges for
volunteer medics?
PFVMH volunteer medics are eligible for the status of
war veteran.
This status is documented by local social protection
authority based on an abstract of the order issued by
the ATO commander or the head of the Anti-Terrorist
Center attached to the Security Service of Ukraine on
involvement of the PFVMH volunteer medic in the
ATO.

12. Who has participated in PFVMH
over two years?
Drivers and entrepreneurs, nurses, paramedics, interns and doctors, Ph.D.s
anf Sc.D.s, (deputy) heads of medical institutions and hospital units, the
chief cardiovascular surgeon with the Presidential State Management of
Affairs, university professors and department chairs, the Health Ministry’s
chief ophthalmologist and even a deputy Health Minister.
