My name is Marcia White and I am the Regional Economic Development Director for the Wasatch Front Regional Council
WFRC is primarily a transportation AOG or MPO but in 2014 an EDD was formed along with a community and economic development team.
A year ago we assisted a county in our region with a Housing Accessibility Study and the result of this project was the development of the Housing ATO (Access to Opportunity) Calculator
Utah is growing – especially along the Wasatch Front
Housing like everywhere else, is #1 topic
More housing options and more units are needed but where.
But Where Matters. Every city and county official struggles with the how, where, not in my backyard people.
I’m not a planner so I don’t have a planners perspective, but I am a City Council member and if you can narrow it down to what makes sense in which I can talk about this at a high level in my community, then it’s a great education tool.
These are the 3 Key Elements
No Accessibility – Where matters
No Proximity – Where matters
No Context – Where matters
Give communities accessibility - Maybe the community will be less car centric
Give a community proximity – There will be shops, restaurants and walkable communities
Give communities context – The NIMBY phenomenon might go away
What we explored were Factors of Suitability knowing that every project built could not have all 3 Key Elements, however we felt these factors were important to help calculate a “location score”
Want to show you a real live situation that I used this tool for recently in my community. I’m going to compare and contrast two separate land parcels the school district is divesting in their portfolio. City has first right of refusal.
I used this tool to start a conversation about where matters and used the outcomes to talk about what would be an important use of this property.
