2. Key policy Priorities (1)
Common Agricultural Policy:
• Guarantee a good implementation of the reformed
policy;
• Simplification of the policy, making life easier for
farmers;
• The CAP must deliver various objectives: a common,
competitive and market oriented policy that enables
the production of safe, quality, nutritious and
diverse food for EU consumers.
• Ensure an adequate EU budget for common
European policies
3. Key policy Priorities (2)
Climate Change policy:
• Reflect on the future challenges of the upcoming
Climate and Energy Package (mitigation) and on
the sustainability of the food systems (climate
change adaptation)
• Ensure consistency between climate/
sustainability/environmental policy areas in the
upcoming CAP reform;
• Focus on the ongoing discussions on the NECD,
the ETS reform, and the Nature Legislation Refit.
4. Key policy Priorities (3)
Trade policy:
• Reflect on the future challenges of the recent WTO
agreement (e.g. export credits, domestic support);
• Ensure consistency of bi-lateral with multilateral
trade agreements, in particular TTIP and
Mercosur;
• Focus on concluding FTA with Japan and the
possible opening of bi-lateral trade agreements
with Australia and New Zealand.
5. Key policy Priorities (4)
Other policy areas:
Investments in Green Growth
Food Chain (quality and promotion policies; anti-
microbial resistance; functioning of the food chain;
nutrition and health; consumer information; …)
Downward share of consumer euro
Reducing share of the export euro
Agricultural technology, big data, …
Circular economy including Bio-economy
Revision of the nature legislation
6. What are the main drivers for
change of the CAP
1. Societal expectations;
2.Climate Change;
3.Structural Changes;
4.International Trade;
5. Functioning of the Markets.
7. EU policies must
1. Ensure a competitive agricultural sector;
2. Guarantee a sustainable agro-food chain;
3. Contribute to functioning partnerships along the
food chain in EU and global markets – farmers
share in EU consumer and trade euro is in decline;
4. Contribute to deliver food security.
