The Hartford Consensus iii is a concept document developed by a select group of national law enforcement, trauma, military, fire and prehospital care experts (see list of attendees on page 8). The objective of this group’s work was to develop standards and guidelines designed to maximize survivability from mass casualty shooting events. On-scene hemorrhage control by non-injured and minimally injured bystanders is central to their recommendations and is the most critical aspect of an appropriate response following “Threat Suppression.”
