BACKGROUND
The Convention was held as a result of discussions of Leaders of Non-Governmental
Organizations (NGOs) from Malaysia, Indonesia, the Kingdom of Thailand and Cambodia to
create solidarity in civil society in Asean countries for various issues and
together towards peace and global security.
THE PURPOSE OF THE CONVENTION
A. Provide exact understanding of current issues involving civil society in Asean countries in
particular and the world in General.
B. Understand, review and issue periodic reports every country involved in respect of human
rights through Human Rights Declaration (HAM) the United Nation, ASEAN and the
Organization of the Islamic Conference (OIC).
C. Become the official platform meetings 2 times a year to conduct discussions to produce
declarations convention as a sign of understanding and commitment in togetherness towards
peace and global security.
VISION AND MISSION
The Vision of Convention
Obtain information, raise awareness and consolidate actions among Asean civil organizations
participating to peace and global security
The Mission of Conventions
Convention a biennial program as The Asean civil society platform to meet, talk, and act
together to meet the goal
In order to achieve the purpose, vision and mission, the first convention has been successfully
held on 12 July 2013 at Usamah Bin Zaid Mosque, Wangsa Maju, Kuala Lumpur, Malaysia from
9.00 am to 7.00 pm.

It organised by Malaysia Civil Society Solidarity Association (MaSSSA) in collaboration with
Majlis Agama Islam Wilayah Persekutuan Malaysia; Malaysian Society Movers; Hilal Ahmar
Society Indonesia (HASI) and Save Patani, Thailand.
40 delegates representing 100 organizations from Malaysia, Indonesia, Myanmar, Cambodia
and Patani were present, discuss and issue the following declaration:
CONVENTION JOINT DECLARATION:
The entire delegation has agreed to issue a declaration on a few things that presented,
discussed and agreed as follows:
Article 1
The Convention's Declaration On Human Rights.
1. The Convention unanimously agreed to adopt the UNITED NATIONS Declaration of Human
Rights, IHRD and Organization of the Islamic Conference (OIC) with the UNITED NATIONS
Declaration of Human Rights and together with the Declaration of IHRD and Organization of the
Islamic Conference (OIC).
2. The Convention also unanimously pointed out that all decisions or any other party in respect
of Human Rights, representing the Muslims, whether majority or minority must not be contrary
to the Sharia and the Constitution of the country.
Article 2
The Convention's Declaration of Rohingya Myanmar Ethnic Problems
1. The Malaysia Government should give full respect to the Cairo Declaration on Human Rights
in Islam (CDHRI) to make sure the legal status of The Rohingya Muslim refugees and help
educational arrangements for Rohingya children in Malaysia.
2. The Malaysia Government must welcome The Rohingya people who came to Malaysia as
legal refugees in accordance with the mandate of the UNITED NATIONS.
3. The Malaysia Government
should give effective pressure and/or provide effective cooperation to The United Nation
Refugee Agency (UNHCR) for immediate registration of new arrivals and the positioning for The
Rohingya refugees.

ASEAN
4. Urge demand to Organization of ASEAN countries to arrange/organise a tripartite dialogue
with the Government of Myanmar, which means that The Rohingya and Rakhine to ensure the
safety and dignity of ethnic Rohingya reserved in peace and harmony.
INTERNATIONAL
5. Request to the international community; The United Nation (UN), Organization of the Islamic
Conference (OIC); ASEAN, South Asian Association for Regional Cooperation (SAARC); The
European Union; The Arab League; The United State Government; United Kingdom (UK) and
others to send a non Commission investigations to Arakan to bring the culprits to face justice.
6. Immediately demand to end the violence and various violations of the human rights and
restrictions on The Rohingya people.
7. Immediately demand to Myanmar
Government to allow the internal agencies in Arakan, Myanmar in order to help all the victims
of violence.
8. Immediately demand the repeal of the Myanmar Citizenship Law 1982 for recognizing
Rohingya race as citizens in Myanmar.
9. UNHCR must issue a certificate of identity in lieu of the international passport to The
Rohingya as social workers, to enable them to work effectively.
10. Urgent Request to The International Community to ensure protection of Rohingya refugees
in refugee countries and to improve education and capacity building programme for The
Rohingya people.

Declaration of The Convention of Issues Muslims in Cambodia
1. Focusing on human capital development and education to produce a complete education
curriculum and proper for Muslims in Cambodia.
Article 4
Declaration of The Convention of Issues Muslims in Syria
1. Demanding the President Bashar al-Assad to hand over the reign of the country to the
people.
2. Pressing all Muslims in the world to put more attention and stand for the solidarity for the
people of Syria.
3.Demanding International Communities in Arab countries, especially Islamic countries and
Organization of the Islamic Conference (OIC) to support the people of Syria.
4. Recognize to use the full Resolution of the International World Scholars in Cairo on June 13th
2013.
Article 5
Declaration of The Convention Issues of Muslims in Southern Thailand
1. Urge demand for on going peaceful process respected by all parties.
2. Any breach of the peace effort acknowledged by all parties.
Article 6
Declaration of The Convention Issues of Muslims in Egypt
1. Convention agree to adopt fully the Declaration issued by Egyptian Scholars who met in
Turkey on 1st

Article 7
The Convention Declaration on Other Matters
1. Frequency of the Convention:
a. The Convention will be held every 6 (six) months.
Each delegates required to present the report of civil society organizations in their
respective countries in the next Convention.
2. The Secretariat of the Convention:
a. The main Secretariat for this Convention entrusted to civil organizations from
Malaysia, and the representative office is in Malaysia.
b. The first Convention has entrusted Malaysia Civil Society Solidarity Association
(MaSSSA) to chair the main secretariat and all other organizations will send their special
representatives to the secretariat.
