The rise in higher education fees
and the huge dip in California’s K-
12 public school per-pupil
spending, 1980 - present,
corresponds directly to the
dramatic rise in the prison
population in the same time
period.
• On April 23rd, the Department of Corrections and Rehabiliation
released The Future of California’s Corrections. The plan reflects
some important changes that Californians United for a Responsible
Budget (CURB), our members, and communities have been
recommending for years.
• The CDCR is proposing to cancel $4.1 billion in remaining bond
authorization for prison and jail construction. The bonds were
authorized in 2007 under the notorious AB 900, a plan to build 53,000
new prison and jail beds that passed with no public review and
immediately provoked public outrage. CURB has been calling for the
cancellation of all AB 900 bonds.
• These changes are important steps forward that are a direct response to
the hard work of residents across the state. While CDCR’s proposal is
a big step in the right direction, it still leaves $1.9 billion on the table
for prison and jail expansion, proposes that CDCR’s will petition the
courts to increase the ceiling of overcrowding from 137.5% to 145%,
and convert Valley State Prison for Women into a men's prison.
WHAT HAS REALIGNMENT LOOKED LIKE FOR
LOS ANGELES COUNTY SO FAR?
•LA County Received 112.5 Million from
realignment.
•Less than 9% is accessible to community
based organizations.
•The other 91% went to hiring more
sheriffs and probation officers.
•Sheriff Baca contracted 100 million from
AB900 money to build a “Women’s Village”
detention center in Wayside/Pitches
Detention Center
•Sheriff is now proposing on shipping
people to Delano and Bakersfield facilities,
especially for people convicted on Non-
Non-Non crimes.
