Who is Totol Batuhan? More than a lawyer and a former undersecretary of DOTC, Totol organized the Bag-ong Sugbu Foundation and the Abante Barangay Movement to pursue his vision of empowered communities as the foundation of nation-building. This is a result of his community activities through the years, perhaps because of social-oriented values he practiced since he was young. As a student leader in UP Cebu and the University of San Carlos, Totol emerged at the forefront of the student movement against dictatorship. After EDSA 1, Totol was part of Konsultahang Kabataan of then President Corazon Aquino, a national consultation effort that led to the enactment of laws that created the Sanggu
