NOTE---Therefore these likely represent the highest seatbelt use rates as the maximum effects of CIOT are short lived (describe ratcheting effect)
In some places this is worse—In CT for instance about 10% of the traffic accounts for 26% of fatalities
There is a very clear pattern of belt use among fatally injured occupants of passenger vehicles. Clearly there is evidence from FARS that belt use lower at night compared to day. Belt use goes from a peak of about 55 % at the 10 AM hour to a valley of less than 30 % at 1 AM. A big relatively steady drop. But, the question remains about whether or not the general population has similar reduced belt use at night.
(9:00 pm to 3:59 am)
Relative belt use differences are the same at night as day (e.g. pickup trucks are lower than cars).

What I’ve just shown you are the main research functions at a checkpoint. While it may seem lengthly and complicated, in reality, the time it take for a individual to be directed into our area, participate in the survey, BAC test, and drug test is only about 3-4 minute, sometimes even less. As I’ve mentioned before, the entire research portion of the checkpoint is completely voluntary – a subject can refuse at any time. However, our refusal rate is quite low, only ____ %! Ask Neil/Tom about refusal rate of BAC vs. Drug, when each is done first – should include that?
