1. Dear Attorney General Balderas:
As you are counsel for the State of NM and duty bound to investigate fraudulent activity, I offer
you the following:
(1) It is well documented that persons in the federal witness relocation program and who
never resided in nor worked in the State of New Mexico collected compensation from the State
of New Mexico from the Department of Workforce Solutions. Ms. Celina Bussey was aware of
the fact that I personally knew this. I was then later denied duly justified and for qualified UI
benefits as a form of retaliation. See UI file of William O. Sewell.
As the former State Auditor you knew or should have known of this.
(2) The Human Services Department is attempting to defraud the people of the State of
New Mexico by illegally denying people full access to Medicaid by classifying thousands as
family planning eligible only. Many of these people are male.
The HSD further attempted to defraud the People of the State of NM by limiting otherwise
eligible beneficiaries to SNAP benefits by impossibly long processing times, batch dumpings of
applications that had sat in ques for periods of time that exceeded the federally mandated
guidelines within which to process the applications for SNAP and Medicaid benefits. The
money was then diverted to unknown places and recipients.
You were the State Auditor during much of this period. I complained and was then retaliated
against by HSD. See HSD file of William O. Sewell.
(3) Based upon information and belief, you are and were aware of Ms. Suzana Martinez
f/k/a/ Ms. Pinochet being an international fugitive from justice. As the AG for the State of New
Mexico you are duty bound to see that she is turned over to the proper authorities so that justice
may be served.
Your refusal to do so means that you are using your office to assist Ms. Pinochet in remaining an
international fugitive from justice.
