To Whom It May Concern:
I am writing this letter in regards to my experience working with and getting
to know Wayne Copeland.
Over a 2+ year period Wayne served as the QA & Testing Program Manager,
overseeing and delivering quality for a major claims system migration
happening at BCBSMA. During this time Wayne proved to be an extremely
competent leader of his team and managing the quality effort. He took a
framework stood up by the leadership team and put his own stamp on it. to
make it successful. Wayne’s style is effective in knowing how to bring out
the best in his staff. All members of his team of managers, leads, and
testers looked to him for daily guidance which he respectively and effectively
delivered.
Outside of his immediate team Wayne proved competent at developing the
critical business relationships to be successful across all levels and
workstreams, including program/project management, system development,
operational and business readiness, configuration and the business areas
themselves. I was personally approached several times over the years by
members of other delivery or service organizations or the business stating
how pleased they were to be working closely with Wayne and his team and
they always felt he was at the table to support them. In highly matrixed
environments such as this large transformational program it can be very
difficult for all customers and partners to feel they are always a top priority
of yours but Wayne was able to do it. That is remarkable feedback to receive
and it was done so on a consistent basis.
As his leader at a time when the organization was juggling multiple large
scale initiatives it was good to know I could leave Wayne on his own to
manage delivery with minimal oversight. There was little time available to
micromanage or devote in depth attention to any one program. With only
the need for periodic executive level summary information at our checkpoints
I was kept abreast of only what mattered. In this sense Wayne should be
viewed as a self starter and can be expected to proactively manage issues
and raise risks at the right level when appropriate.
The level of professionalism Wayne brings to the workplace is unmatched and
I speak for my entire peers group in that one day we hope to have a chance
to work with him again. I would recommend Wayne as a strong addition to
anyone looking to add a strong quality assurance program manager and
excellent personality to the team.
