The Law of Ukraine "On the amendments to several Laws of Ukraine concerning provision of competitive conditions for electric power generation from renewable energy sources" (# 514-19 dated 04.06.2015) came into force on the 16th of July, 2015.

1. Introduction of unified feed-in (“green”) tariff calculation formula: maximum load
coefficient 1.8 is excluded from “green” tariff formula for solar and small hydro power
generating facilities;
2. Guaranteed purchaser shall buy electric power produced from renewable energy
sources in the volume which does not include electricity, sold under direct contracts with
consumers and consumed for internal needs. National Commission for state energy and
public utilities regulation shall elaborate relevant Regulation on the Order of electric supply
volume calculation;
3. “Green” tariff exchange rate adjustment shall be conducted on a quarterly basis –
taking into account average exchange rate per 30 days preceding the last in a quarter public
session of National Commission for state energy and utilities regulation;
4. “Green” tariff exchange rate adjustment shall be effective till 2030, but will not cover (will
not be conducted for) facilities commissioned after 2025;
5. “Green” tariffs for geothermal power facilities and households’ wind power facilities are
introduced;

6. «“Green” tariff for facilities, commissioned after
01.07.2015 , is set up at the level:
• solar – ground mounted PV: 17,0-16,0-15,0 €ct/kWt·h
within next 3 years, 10%- depreciation from 2020 and
2025,
rooftop -18,0 €ct/kWt·h,
households - 20,0 €ct/kWt·h.
• geothermal: 15,0 €ct/kWt·h,
• wind – constant (10,2 €ct/kWt·h)
• small hydro – constant (17,5, 14,0 і 10,5 €ct/kWt·h
for micro-, mini-, small hydro power facilities
respectively)
• biomass, biogas – 10%-increase (“green” tariff
coefficients, specified for bioenergy power facilities
commissioned before 31.12.2014, shall be effective till
2020 for facilities commissioned after 01.07.2015 (12,4
€ct/kWt·h))

Special temporary incentive mechanism is provided for ground mounted solar facilities exceeding 10
MW, commissioned before 01.07.2015: relevant “green” tariff coefficients are calculated net of maximum
load coefficient 1.8; this makes about 44%-decrease for the above mentioned large PV “green” tariff)

7. Households are eligible to feed-in tariff if total installed capacity of their facilities using solar and/or wind
energy does not exceed 30 kWt; “green” tariff for households shall be adjusted for current euro exchange
rate as well.
8. Local content requirement is cancelled.
9. A special above “green” tariff premium for employment of equipment of Ukrainian origin is introduced
(premium shall be adjusted for current euro exchange rate for facilities commissioned from 01.07.2015 till
31.12.2024) :
10. Connection to the grid benefits are eliminated (part 6-8 of the article 17-2);
11. The term “biomass” is specified in accordance with Directive 2009/28/EC (an opportunity to produce
alternative energy from products, waste and residues from biological origin from agriculture, forestry and
related industries including fisheries and aquaculture added).
