Bimla Shaw (17) have set a
stupendousexampleforthe
entire clan who live in the
areas adjoining red-light
districts of the city. They
have performed extremely
well in this year's Mad-
hyamik examinations. No
amountof adversitiescould
bogdownthespiritof these
girls.
In their everyday life,
these children of migrant
wage earners see more of
violence, abuse, pimps and
prostitution than books,
schools, classes. These
things, however, did not
deter them from studying
and setting a goal for them-
selves.

to study because of the

Noorain,Annapurna,Bimla
not only found a conducive
environment to study but
also completed soft skills
trainingconductedbyTATA
ConsultancyServices(TCS).

also come from a financial-
lystrainedfamilyalthough
their father encourages
them to study further.

said that these girls are the
first to attain such qualifi-

erations are, at best, able to
readandwritethebasics.He
also said that as education
enters this stratum of the
society,thesegirlsandother
havebecomealotmorecon-
scious and hence vulnera-
bilityandinstancesof these
girlsforcedintoprostitution

Commissionhastakensuo-
motu cognizance about the
media reports of nine chil-
drenwhodiedinthreedays
inKaliachakvillage,District
Malda, West Bengal.
The commission has
observed that according to
media reports carried on 9
June,thereasonthekidsdied
was because of a disease
with symptoms of acute
encephalitis syndrome,
loosely described as the
LitchiSyndrome.Theaffect-
ed children were reported
to be mostly from around a
Litchi plantation.
“The report also quoted
some experts saying that
colouringagentsandinsec-
ticides used on the Litchi
crop is the cause behind
the disease. The disease
doesnotallowmuchtimeto
thedoctorstotreattheaffect-
edchild,”apressreleasestat-
ed.
The commission has
issued a notice to the Chief
Secretary, Government of
West Bengal, calling for a
reportwithinfourweeks.He
hasalsobeenaskedtostate
whethersimilarcaseshave
been reported from other
parts of the state.
The children, aged
between two and four, died
duetoswellingof thebrain
(encephalitis),accordingto
doctors at the Malda Med-
ical College and Hospital.
The deaths had occurred
between3and16June.They
had complained of sudden
onset of fever, convulsions
and died within five to six
hours of the appearance of
the symptoms.

With the increase in the
numberof pendingcasesat
the state Forensic Science
Laboratory at Belgachia,
the government has decid-
edtosetupaRegionalForen-
sicLaboratory(RFL)atEng-
lish Bazar in Malda.
The decision was taken
after Calcutta High Court
gave an order that the RFL
be set up in all districts so
that forensic details can be
investigated in that partic-
ular region respectively.
Atpresent,if acaseisreg-
istered, officials of SFSL
have to rush to a particular
districttocollectforensicevi-
dence. This is time con-
sumingandasaresultmost
of the cases take a long
time to get solved.
It was decided that the
RFL will be set up on a 30
cottahlandatFulbariAraji
mouza near English Bazar
in Malda. The interde-
partmentaltransferof land
has already been complet-
ed.Senior officials of the
stategovernment,however,
added, that a unit of SFSL
has also been set up in Jal-
paiguri,butduetoenormous
volumeof therapecasesreg-
istered in North Bengal, it
has become necessary to
setupRFLatMaldaaswell.
Due to poor infrastruc-
ture and shortage of man-
poweratSFSL,around2,000
casesarestillpendingatthe
laboratory.
According to data
released by the National
Crime Records Bureau in
2012,Bengalaccountsfor12.7
per cent of all crimes com-
mitted against women,
includingrape,inthecoun-
try. While Bengal reported
2,363 rapes in 2011, MP reg-
istered3,406cases.Inthissce-
nario, medical reports of
rape victims prepared by
doctorsingovernmenthos-
pitalsandreportsprepared
by forensic labs are of
immense importance in
solving the cases, especial-
ly when investigation and
prosecution depends on
them. As far as infrastruc-
ture is concerned, the state
labs lag behind the Central
labs as they do not have a
DNAtestingfacility,which
isanimportantfactorinrape
cases. For DNA testing, the
state government has to
dependontheregionalCen-
tral Forensic Science Lab-
oratory situated at Park
Circus in Kolkata.

party office when the inci-

observer, Trinamul Con-
gress, Mr Nirmol Ghosh,
said that CPI-M and BJP

in the incident and rub-

a local newspaper of
Sodepur near Ghola was
severely injured following
an attack allegedly by two
goons when he was return-
ing home.
The victim, Mr Dri-
tarastra Dutta, was admit-
tedtoPanihatiStateGeneral
Hospital. Mr Dutta has
lodged a police complaint
stating that goons alleged-
ly abused him and then
attacked him with a blade.
Hewasrescuedbylocals
andadmittedtohospital.He
told police that he was pub-
lishing news articles on
malpractices by a group of
errant auto drivers of
Sodepur area, who were
politically backed, and the
attackonhimcouldberelat-
ed to that.

The commission has observed that according to media reports carried on 9 June,thereasonthekidsdied was because of a disease with symptoms of acute encephalitis syndrome, loosely described as the LitchiSyndrome.Theaffect- ed children were reported to be mostly from around a Litchi plantation. “The report also quoted some experts saying that colouringagentsandinsec- ticides used on the Litchi crop is the cause behind the disease. The disease doesnotallowmuchtimeto thedoctorstotreattheaffect- edchild,”apressreleasestat- ed. The decision was taken after Calcutta High Court gave an order that the RFL be set up in all districts so that forensic details can be investigated in that partic- ular region respectively.
