Dear Vice President Biden,
I hope to connect with you during your visit to NH. Years ago, we shared space in a Time
Magazine Cover (Enclosure A) story titled: Blowing the Whistle on Nuclear Safety: How
a Showdown at a Power Plant Exposed the Federal Government Failure to Enforce its
Own Rules. In the article you were quoted: “‘The fox is guarding the henhouse,’ says
Delaware Senator Joseph Biden, who is pushing legislation to create an independent
nuclear safety board outside the NRC. The democrat, who is also calling for a
federal investigation of NRC effectiveness, believes the NRC ‘has failed the public.”
Today, the Nuclear Regulatory Commission is the same “fox” and the “henhouse” is an
aging relic. The same issues Time Magazine raised nearly three decades ago are cropping
up again—substandard and counterfeit parts. New documents (Enclosure B) confirm the
existence of unregulated parts, purchased from China, housed at TVA.
I am writing because you are a man of courage, a statesman, and continually provided
loyal service to the American people. Many presidents have relied on your honesty and
faithfulness. As U.S. Senator you represented what was right and just. Today I seek your
intercession on behalf of the American people. Need for intercession has been
renewed. I implore you to contact President Obama and the First Lady about my and
other citizens’ unanswered letters (Enclosure C I and C 2 includes these letters
and one from Barbara Waldern, a English Professor from South Korea) written
on my behalf, and signed for by the White House. I believe once review all the
information and documents enclosed you will determine this is one of the most
important issues of yours and President Obama’s administration
For three decades brave informants contacted me from inside both the NRC and the
nuclear industry. Safety concerns and the violation of U.S. Laws are brought to the
attention of We The People, Inc., a national whistleblower organization I founded in
1987. In years past, you acted on some of this very information. Today, State
Senator Bruce Tarr. Representative Brad Hill and Essex County Sheriff Frank
Cousins have raised their (Enclosure D with media accounts) voice to endorse
WTP’s call for an investigation of the NRC. I hope you will lend your voice to this
important call.
I spent six years in Massachusetts Federal Court on a charge of “conspiring to
topple the NRC.” My Journey began with a letter (Enclosure E) from former
Executive Director of the NRC, Victor Stello, suggesting I leave behind a paralyzed
resident at my family’s health care facility in the event of nuclear meltdown at
Seabrook Power. To add insult to injury, this letter stated I should dedicate staff to
likewise remain with the patient to administer the controversial drug Potassium KI)

Iodide. Because I felt this response to an insufficient evacuation plan both
inhumane and discriminatory, I began investigating the NRC and their policies. If
they were willing to make special needs citizens expendable, I could only imagine
what other human rights violations they were willing to commit.
This heartless evacuation plan is in place today. U.S. Senator Edward Markey’s
office requested I write them (Enclosure F) a letter explaining what I believe are
violations of U. S. Laws. Still waiting Senator Markey’s reply.
My investigation garnered the attention of Leon Panetta. He wrote two letters to the
Department of Justice requesting they meet with me. Likewise, David Williams, first
Nuclear Regulatory Commission Inspector General appealed to the F.B.I. to
investigate President Ronald Reagan who ignored evidence of substandard parts.
(Enclosed are all three letters, marked Enclosure G ) The requests were ignored.
Despite the fact I have photographic (Enclosure H) proof of President Reagan
receiving the evidence, when Chris Callahan of Washington Associated Press called
the White House, they denied the exchange of information ever took place.
(Enclosure I) contains articles and chronology of the cover-up of
counterfeit/substandard parts by President Reagan, President George H.W. Bush,
former Chairman of the Senate Arms Committee Sam Nunn, former Senator Glenn
and his legal aid, Stephen Ryan, Peter Kostmayer, and his chief legal aid, John
O’Donnell, Former U.S. Attorney, Rudolph Giuliani, and former Attorney General,
Dick Thornburgh, and 60 Minutes. (My tape recordings will prove their participation
and involvement.)
Neither the requests to the DOJ nor the NRC IG’s own directive for an investigation
by the FBI obviously would never have been written unless there was factual proof
to justify those inquiries. The American People have a right to know the truth about
why these requests for investigations were never pursued. Some will say these
letters to the DOJ and to the FBI are old. They are no older than the substandard
parts still housed at nuclear plants around the country.
We The People first brought these troubling issues to light. I notified U.S. Senators
John Kerry, Edward Kennedy and Rep. Dingell who responded. Two years later the
US General Accounting Office issued a Report “Nuclear Safety and Health,
Counterfeit and Substandard Parts are a Government Wide (Enclosure J) Concern”,
October 1990. At first the NRC requested these bogus parts be found and replaced
but because of industry and political pressure the standards were lowered
(Enclosure K) “Nuclear Reactor Regulation Differing Professional Views
concerning the proposed 10 CFR 50.69 Rulemaking on Nuclear components“)
to save money as a result, a lot of these bogus parts were never found or replaced.

in U.S. Plants. The NRC continues to be allowed to play Russian roulette with
America’s safety.
Everyday this information is ignored President Obama jeopardize the safety of the
American People. I do hope the President will elect to meet with me and doesn’t
insult me by referring me back to the FBI, DOJ, or the NRC including Mr. Bell, now
the acting director of the NRC’s IG office. Mr. Bell to date has ignored concerns I
reported to him on 4/1/13. Also on 4/10/13 Scott Langan, Deputy Director of the
NRC Office of Investigations (NRC OI) told me he would contact the NRC IG office
about information Mr. Lagan and I discussed on 4/1 & 13 of 2013. Additional
information was sent from the NRC to Mr. Bell office 2/12, 7/4, and 10/21 of 2014,
as of the result of Testimony I gave at a NRC hearing 12/18/13. Mr. Bell took over
the Office of NRC IG once David Williams left the position of NRC IG. You should also
be aware of the letter Mr. Williams sent to me (Enclosure M) stating in part, “I have
been requested by the White House to respond specifically to your concerns
regarding the U.S. Nuclear Regulatory Commission ….. My office maintains an
ongoing relationship with you and other associates of your public interest group We
The People, Inc. This ongoing relationship has been useful to my office and I hope
that it meets your needs to have your concerns addressed, as well.”
We The People’s brave informants brought about several investigations (Enclosure
N media articles) during David Williams watch as NRC IG. Unfortunately
information I and others gave Mr. Bell did not lead to jumpstart any investigations.
I learned the hard way the NRC IG, DOJ or the FBI can’t be trusted. That they ignored
me is one thing. But to trump requests made by Leon Panetta, White House Chief of
Staff and David Williams’s directive sent to the FBI while on his watch as NRC IG is
unbelievable. The NRC, FBI, DOJ, most elected officials and many of the media were
and still are obviously intimidated to investigate the Reagan/Bush Administration’s
cover-up of the Counterfeit Substandard Parts Scandal.
Due to these and other reasons I have no other choice but to contact our
Commander in Chief, President Obama. Unfortunately President Obama has not to
date responded to any of the several certified letters I sent to them. Over the years,
my letters were more successful reaching our nation’s First Ladies: Including Nancy
Reagan, Barbara Bush, and Hillary Clinton. (Enclosure O) For that reason, I
contacted Michelle Obama. She has yet to respond.
We The People has been supporting and protecting whistleblowers that in some
cases placed their 35 year careers and their family’s financial security on the line to
reveal cover-ups within the NRC and unsafe conditions at Nuclear Civilian and
Weapons Plants. These individuals are some of the bravest citizens in America.
Instead of honoring them, they are persecuted and fired from their jobs. Over the

last 27 years my adversaries have intimidated my family and have threatened my
life. Our past presidents invite sport teams after winning the Stanley cup, Super
Bowl, NBA Championship and the World Series to the White House. Why aren’t
Whistleblowers invited to the White house? Given what I know,
whistleblowers are the American people’s first line of defense. Maybe once
President Obama becomes familiar with what these brave individuals brought to
light in preventing a nuclear disaster in America our President will elect to bring
these brave citizens to the White House and honor them and their families.
The American People will ultimately hold our elected and appointed officials
responsible for ignoring what I have informed them. Many in the media I contacted
continue to ignore the evidence. 60 Minutes contacted me and later visited Senator
Glenn and his Legal aid, Stephen Ryan but they refused to take on the Substandard
Parts Scandal. I contacted Barbara Walters at 20/20 who wanted to expose the
scandal but Victor Newfelt, Senior Producer at the time (now with CNN) killed the
story because his wife marketed Nuclear Power. FOX anchor Brit Hume sat with me
for 2 hours and stated, “It takes people like you to make democracy work.” Nothing
came of it from Fox hardly what FOX represents as “Fair, Balanced and Unafraid.”
As a journalist myself I believe it is important for us in the Media to review and
reread our Journalist Creed which states in part, “I believe that a journalist should
write only what he holds to his heart to be true. I believe that suppression of
the news, for any consideration other than the welfare of society is
indefensible.”
I found in this life there are some things we cannot ignore or walk away from. This
ordeal has only strengthened my faith but brought me closer to Jesus. I carry many
Bible passages in my head three of which have had a profound effect on me,
Hebrews 11:1 “Being sure of what you hope for and being certain of what you
cannot see.” Luke 18:1-8 “The Parable of the persistent widow who kept going to a
Judge who did not respect man or God but because of her persistence the Judge
finally said, give her justice because she is driving me crazy.” Genesis 50:20 “You
intended to harm me, but God intended it for good to accomplish what is now being
done. The saving of many lives.” Proverbs 3: 5 & 6 “Trust in the Lord with all your
heart and lean not on your own understanding; In all your ways acknowledge Him
and He will make your paths straight.”
I have additional documents and tape recordings I will only give President
Obama when he meets with me. I trust and believe you will act once again to
these troubling concerns I have outlined. In the interest of protecting the safety of
the American People and proving Democracy still works for citizens outside the
political beltway in petitioning our government I ask that you contact the President
and the First Lady as soon as possible. I know you would rather prevent an
American Chernobyl or Fukushima from happening in the U.S than to react to one.
