Article 1. Approval of the Criminal Code of the Republic of Lithuania
The Seimas hereby approves the Criminal Code of the Republic of Lithuania.
Article 2. Entry into Force of the Criminal Code of the Republic of Lithuania
1. The Criminal Code of the Republic of Lithuania shall enter into force concurrently and solely upon co-ordination with the new Code of Criminal Procedure of the Republic of Lithuania and the Penal Code of the Republic of Lithuania.
2. A specific date of the entry into force of all the codes as indicated in paragraph 1 of this Article shall be set by a separate law.
Article 3. Procedure for Implementing the Criminal Code of the Republic of Lithuania
A procedure for implementing the Criminal Code of the Republic of Lithuania shall be laid down by a separate law.

Section 1: Explanation of terminology
1. Guns are firearms such as: pistols, traumatic pistols, rifles, gas guns (and ammunition to them).
2. Prohibited guns are firearms such as: automatic guns, semi-automatic guns (and ammunition to them),
silencers and mufflers.
Section 2: The purpose of the Bill is to:
a. enhance the constitutional rights to life and bodily integrity;
b. enable the State to remove illegally possessed firearms from society, to control the supply, possession,
safe storage, transfer and use of firearms and to detect and punish the negligent or criminal use of
firearms
c. establish a comprehensive and effective system of firearm control and management; and
d. Ensure the efficient monitoring and enforcement of legislation pertaining to the control of firearms.
e. To protect the citizens of the country and ensure maximum security.
Section 3: The general rules
1. Guns and ammunition can be possessed only by persons with a gun license.
2. The abovementioned paragraph does not apply to the members of public safety and security institutions
such as army, police, intelligence agencies, prison officers, border guards and government protection
agents. The rules of possessing and using guns by them is defined in relevant legal acts concerning those
institutions.
3. The Bill does not apply to areas such as shooting range which provide weapons to its users in
accordance with relevant rules.
4. Guns and ammunition can be traded only by a registered gun stores. The Ministry of Internal Affairs
will set the rules for registration and operation of gun stores in a separate ordinance.
5. Guns can be carried in public places only for purposes of hunting, shooting association activities and for
a purpose that should be defined by the Ministry of Internal Affairs.
6. Guns and ammunition have to be stored in a safe place. The owner of the gun bears full responsibility
for its storage and use.
Section 4: Gun license
1. Gun license allows to possess guns listed in Section 1.1 Possession of prohibited guns, listed in Section
1.2, is forbidden.
2. Gun license can be issued to a person, who is at least 21 years old, by the police upon submitting an
application.
3. The application must include following documents:
a. Personal data
b. Police certificate confirming no criminal record of the applicant.
c. Medical certificate confirming that the applicant has not been treated for mental or psychiatric
disorders.
2. d. Certificate from a professional psychiatrists confirming that there are no contraindications that
the applicant can possess a gun, issued no longer than 3 months before submitting the
application.
e. Membership card of a registered shooting or hunting association.
i. The Ministry of Internal Affairs will set the rules for registration and operation of
shooting and hunting associations in a separate ordinance. Membership cards of the
associations can be obtained only after completing a 20 hour gun training program.
4. Members of hunting associations can obtain a license only for certain types of guns used for hunting
purposes, defined by the Ministry of Natural Resources.
5. Gun license allows its user to possess maximum of 5 guns.
6. Each gun has to be registered by the user or by the registered security company. The gun registry is run
by the police. The registry of security companies is run by the Ministry of Internal Affairs.
7. Guns registered by security companies can be used only by their respective employees who have a gun
license and only within their official duties.
8. Gun license is valid for 3 years. It can be renewed upon submitting an application mentioned in Section
4.3
9. The license can be revoked by the police at any moment if the user, commits a crime, ceases to meet the
requirements provided in Section 4.3 or breaches the regulations of this Bill.
Section 5 The area of authority.
This Bill has authority in all regions of the Country.
Section 6: Penalties (if any) for non-compliance (not following the rules) of the act includes:
Criminal liability:
If someone possesses a gun without a license the penalty will be sentencing for up to 3 years.
Possessing a prohibited gun the penalty will be sentencing for up to 5 years in prison
If a person caught trading guns the penalty will be sentencing for up to 15 years
Crimes committed with a gun are subject to additional punishment foreseen in the criminal code.
Administrative liability (fine and losing a license):
Broken the rules of guns carrying out – taking away license for 5 years and administrative penalty 10 000$.
Broken the rules of guns storing –taking awy license for 5 years and administrative penalty 5 000$.
Section 7: Enactment Date
In one month after the bill is approved.
