INTRODUCTION
BACKGROUND
A.
About
Be
Better
Be
Better
was
founded
in
July
2009
at
the
Department
of
civil
affairs
in
Pudong,
Shanghai.
It
is
the
first
non-‐profit
organization
in
China
dedicated
to
equipping
China’s
new
generation
with
social
and
financial
skills.
Be
Better's
programs
stand
for
self-‐confidence,
taking
responsibility,
sound
money
management,
entrepreneurship,
and
good
citizenship.
It
provides
courses
on
economic
citizenship
education,
including
confidence,
responsibility,
money
management,
leadership,
as
well
as
social
innovation
for
children
and
youth
age
3
-‐
25.
About
70%
of
its
beneficiaries
are
from
disadvantaged
families,
like
migrant
children
in
the
cities
and
left-‐behind
children
in
rural
areas.
Be
Better
is
a
current
member
of
Child
&Youth
Finance
International,
Asian
Venture
Philanthropy
Network
and
World
Innovation
Summit
for
Education.
As
a
pioneer
in
social
and
financial
education,
Be
Better
has
currently
established
long-‐term
relationships
with
a
lot
of
local
education
bureaus,
including
Shanghai,
Beijing,
Chongqing,
Tianjin,
Chengdu,
Guangzhou,
Guiyang
and
so
on.
Be
Better
has
partnered
with
more
than
300
schools
all
over
China
and
nearly
548,000
children
and
teenagers
have
benefited
from
its
programs.
Be
Better
believes
that
with
the
rise
of
a
completely
new
generation,
it
is
more
important
than
ever
that
every
young
person
should
learn
how
to
budget
and
save
for
their
future,
rather
than
rely
on
state
or
family
for
income.
Therefore,
it
becomes
its
mission
to
empower
future
generations
through
economic
citizenship
education,
giving
them
the
skills
they
need
to
pursue
a
better
future.
B.
Be
Better’s
Education
Programs
There
are
three
major
teaching
programs
provided
by
Be
Better;
Aflatoun,
Aflateen
and
Agent
Penny,
all
introduced
from
abroad
and
made
certain
changes
to
better
suit
Chinese
children
and
youth.
Among
them,
Aflatoun
and
Aflateen
come
from
a
financial
course
system
from
Netherland
called
Aflatoun
International.
As
the
only
NGO
in
China
authorized
to
conduct
Aflatoun
International
courses,
Be
Better
separates
this
whole
course
system
into
three
parts
based
on
beneficiaries’
age:
Aflatot
(still
under
development),
Aflatoun,
Aflateen;
While
Agent
Penny
originates
from
an
organization
called
Learning
Society
from
Singapore.
Other
relevant
programs
include
Aflatoun
Center,
Aflatoun
Concept
School
and
Guizhou
Education
Program
(a
special
Aflatoun
program
conducted
at
Guizhou
Province).
Since
2015,
Be
Better
has
been
developing
another
teaching
program

the

Be
Better
hopes

it
can
share
with
the
public
their
latest
news,
methods
and
cases
on
education
innovation.
At
the
same
time,
this
website
can
work
together
with
offline
programs
to
encourage
more
communication
among
children
and
teenagers,
as
well
as
the
formation
of
an
online
community.
In
terms
of
the
education
innovation
part,
in
the
past
five
years,
Be
Better
has
conducted
social
and
financial
courses
in
more
than
100
schools
on
China.
Through
these
years’
experience,
Be
Better
has
realized
that
to
solve
an
education
issue,
a
systematic
solution
is
extremely
essential.
Therefore,
in
the
next
five
years,
Be
Better
wants
to
generate
more
resources
together
to
practice

innovation.

LIMITATIONS
Owing
to
the
fact
that
most
time
of
our
investigation
falls
across
summer
break,
we
could
not
visit
a
partner
school
and
attend
some
of
the
Aflatoun/Aflateen
courses.
Neither
were
us
able
to
interview
a
few
children
and
teenagers
and
ask
them
about
their
own
feelings
on
the
program.
The
team’s
understanding
on
Be
Better
and
its
programs
is
primarily
based
on
the
methods
mentioned
above.
The
team
has
tried
its
best
to
maintain
objective
and
fair
throughout
the
whole
evaluation
process.
Another
limitation
lies
in
the
fact
that
social
and
financial
education
is
still
not
that
popular
in
China.
On
one
hand,
there
isn’t
too
much
academic
information
for
us
to
look
into;
on
the
other
hand,
Be
Better
is
an
NGO
with
such
a
unique
mission
that
there
is
very
few
counterpart
organizations
that
we
can
compare
it
with.
Nevertheless,
the
team
believes
that
this
uniqueness
has
become
Be
Better’s
most
competitive
strength
today.

FINDINGS
RELEVANCE
Our
team
found
that
all
three
major
teaching
programs
offered
by
Be
Better
could
help
improve
social
and
financial
education
in
China.
Be
Better
has
a
great
understanding
of
the
status
quo
of
social
and
financial
education
in
China.
It
introduces
mature
course
systems
from
other
countries
as
well
as
a
lot
of
experienced
trainers.
The
three
major
teaching
programs,
Aflatoun,
Aflateen
and
Agent
Penny,
focus
on
real-‐life
issues
that
children
and
teenagers
could
have
when
facing
social
and
financial
events.
Therefore,
all
the
skills
taught
in
these
teaching
programs
are
of
high
relevance
to
the
daily
life
of
these
children
and
teenagers.
Our
investigation
focuses
on
Aflateen,
one
of
the
three
teaching
programs.
We
believe
that
Aflateen
can
best
represent
the
idea
of
“relevance”
under
Be
Better.

number

teachers

the
program

Be
Better

also
organizing
Aflateen
clubs
in
these
schools
to
expand
its
Aflateen
network.
With
a
detailed
process
of
member
recruitment
and
development,
these
clubs
are
helping
more
and
more
teenagers
with
their
social
and
financial
skills.

In
conclusion,
our
team
suggests
that
an
organization’s
relevance
should
mainly
depend
on
the
following
factors:
context
(how
important
are
the
targeted
problems?),
linkage
(how
well
have
the
programs
served
these
targeted
problems?),
and
community
(how
broad
are
the
communities
covered
by
the
programs?).
With
a
stronger
emphasis
on
the
factor
“linkage”,
our
team
members
have
also
assigned
different
weight
on
each
factor.

systematic
theory
to
lead
its
reports.
The
highlights
of
its
report
works
can
be
firstly
attributed
to
this.
Not
only
each
individual
report
contains
all
the
necessary
information
for
assessing
the
performance
of
Be
Better
in
a
relative
single
program
or
as
whole,
which
is
also
the
fundamental
characteristic
that
all
reports
of
non-‐governmental
organizations
shares,
but
also
all
reports
altogether
form
a
mature
system
led
by
a
clear
reasonable
classification.
There
are
manly
seven
kinds
reports
in
Be
Better:
the
program
application/opening
report;
the
interim
report
on
a
certain
program;
the
annual
report
on
a
certain
program,
the
feedback
report
on
a
certain
program;
the
evaluation
report
on
an
independent
program
in
a
certain
period
or
on
the
organization;
the
financial
report;
and
the
report
on
relationships
and
cooperation.
Yet
Be
Better
has
not
built
complete
dossiers
or
efficient
database
to
deposit
the
reports,
so
most
of
them
can
be
only
collected
through
efforts
and
some
of
them
are
even
not
accessible
to
the
general
public.
Nonetheless,
the
original
intention
of
writing
these
reports
and
the
writing
process
itself
is
admirable.
With
scientific
sorting,
all
these
reports
can
be
extremely
valuable
resources
for
Be
Better
to
attract
more
public
attention.
It
is
worth
mentioning
that
all
the
reports
are
written
in
a
rigorous
style,
with
detailed
statistics,
project
timelines
and
future
activity
plans.
Sufficient
photographs
and
quotes
from
the
students
are
used
in
the
reports
for
documentation
purposes
and
to
demonstrate
the
participants’
progress
in
those
financial
management
classes.
Those
reports
can
well
achieve
their
manifested
objectives
to
reflect
the
condition
of
Be
Better
and
the
program.
Thus
most
of
the
reports
acquirable
can
be
used
effectively
to
measure
the
program
or
the
organization
itself.
However,
some
problems
surely
exist.
For
example,
like
most
reports
did,
the
reports
are
mainly
from
an
evaluator’s
perspective
and
are
stored
for
the
convenience
of
the
makers.
The
presentation
of
such
data
may
be
not
sufficiently
user-‐friendly
owe
to
the
difficulties
they
might
cause
being
searched
and
read.
In
addition,
according
to
our
interview
with
the
staff
from
Be
Better,
in
cases
where
the
program
budget
is
not
enough,
Be
Better
may
choose
not
to
do
evaluations
and
follow
up
with
the
outcome
of
the
program.
The
website
of
Be
Better
is
currently
being
reconstructed
for
a
more
convenient
database
as
well
as
a
more
useful
resource
library.
“It
is
a
good
sign
that
Be
Better
is
making
an
effort
to
improve
its
website
and
database,
but
it
remains
a
concern
that
important
documents
are
missing
and
difficult
to
find.

B. Financial
Management
Mechanism
The
financial
management
mechanism
for
Be
Better
is
both
accountable
and
complete.
In
fact
two
related
types
of
reports
discussed
in
the
former
part
reflect
the
importance
the
board
of
directors
has
attached
to
the
finance.
“Fund
raising
can
always
be
a
problem
for
all
non-‐governmental
organizations
since
we
are
not
manufacturing
some
certain
products
which
possess
the
ability
to
beget
money.”
The
common
pattern
for
an
organization
is
applying
for
a
new
or
continuous
fund
for
the
next
year
after
a
year’s
operation.
That
is
why
Be
Better
has
developed
the
mechanism
of
program
application/opening
report.
An
accountable
budget
report
along
with
the
convincing
outcome
that
was
gained
from
last
year
will
definitely
be
helpful.
And
according
to
Leona,
a
contact
which
is
three
years
in
advance
can
be
probably
required
so
as
to
achievement
a
comprehensive
communication.

In
May
2014,
Tang
Longbiao
and
his
Aflateen
team
at
Guizhou
Industrial
Vocational
and
Technical
School
won
the
“International
Youth
Entrepreneurs
Award”.
His
project
called
“Getting
to
know
your
city
by
foot
for
the
children
of
rural
migrant
workers
who
live
in
cities”
was
shortlisted
as
one
of
the
8
candidates
of
the
award,
handed
out
by
CYFI
that
involved
youth
from
over
100
countries
around
the
world.
June
2014,
Be
Better
hosted
the
“Community
Workshop—Parenting
Education
of
Financial
Literacy”,
and
awarded
the
Most
Professional
Prize
June
2014,
Be
Better
received
the
making.
A. Impact
of
Be
Better’s
programs
Since
Be
Better
started
implementing
its
programs
in
2009,
we
have
already
seen
an
increase
in
awareness
among
parents,
teachers,
local
education
bureaus
and
financial
education
on
the
topic
of
financial
education.
In
the
cities,
more
than
74%
of
adults
think
it
necessary
to
teach
children
financial
education
and
see
it
as
one
of
they
key
life
skills
that
children
should
master.
But
less
than
10%
of
all
the
stakeholders
knows
how
to
deliver
this
kind
of

regarded

a
leading
organization
in
promoting

the

providing
services

from
several

unstable

Thanks
to
years

successful

financial
sources
are
being

reliable

crucial

the
program

the
survival
of

The
lack
of
social
and
financial
education
for
children
and
teenagers
in
China
has
become
a
significant
issue
as
financial
management
skills
and
leadership
ability
are
being
more
and
more
valued
in
today’s
society.
In
2009,
Be
Better
was
founded
to
be
the
first
non-‐profit
organization
in
China
dedicated
to
providing
China’s
new
generation
with
social
and
financial
education.
However,
because
of
the
fact
that
social
and
financial
education
is
still
not
very
popular
in
China
and
that
Chinese
people
have
a
rather
conservative
attitude
toward
money,
Be
Better
has
to
work
very
hard
in
shifting
parents’
stereotypes
as
well
as
political
environment.
Fortunately,
with
Be
Better’s
effort
and
the
development
of
our
society
over
time,
more
and
more
people
are
beginning
to
pay
attention
to
social
and
financial
education
and
identify
with
Be
Better’s
mission.
Be
Better
spots
the
significance

the
issue
and
effectively
tackles
it
with
successful
experience
from
abroad.
As
shown
in
the
Relevance
section
in
our
report,
Be
Better
has
a
great
understanding
of
the
context

significance
of
its

obvious

Be
Better’s
survey

others’
that
most
Chinese
children
and
teenagers

no
idea
on
planning
and
saving

have
they
received
any
leadership
and
self-‐development
training.

the
same
time,

government
hasn't
fully
recognized
this
issue
and
has
done
little
to
promote
relevant
educational
courses.
Under
this
circumstance,
Be
Better
chooses

the
first
one
to
pave
the

to
draw

experience
from
Netherland
and

their
skills
and
convert
them

our
team
believes
that
Be
Better
deserves
a
high
compliment
in
terms
of
relevance.
Be
Better
has
imposed
a
considerable
impact
on
social
and
financial
education
in
China.
As
demonstrated
in
the
Impact
section

the
total
number
of
beneficiaries
of
Be
Better
has
reached
54,0000
by
2015.
In
2014
alone,
27,526
students
took
part
in
Aflatoun
courses,
11,737
in
Aflateen

42,005
in
Agent
Penny.
More

1,500
teachers
were
trained
in
these
programs
and
more
than
180
schools
were
involved.

show
us
Be
Better’s
potential
to
influence
and
make
changes
on
China’s
social

financial

Having
partnered
with
local
education
bureaus

other
social
educational
organizations,
Be
Better
is
providing
its
resources
to
more

children

taken
by
students
who
have
had
these
courses
indicate
higher
self-‐
reliance

self-‐esteem,

as
more

involvement

are

to

and
to

RECOMMENDATIONS
Considering
Be
Better
as
a
successful
NGO
dealing
with
the
specialized
field
in
financial
management
and
citizenship
education,
we
come
up
with
several
specific
recommendations
aiming
at
the
problem
it
is
encountering
currently:
problems
with
the
promotion.
Recommendation
(1):
Establish
an
attractive
online
platform
and
convenient
database
with
the
characteristics
of
new
media.
Be
Better
is
doing
quite
well
with
its
programs,
however,
the
influence
is
not
in
direct
proportion
to
its
efforts.
With
more
and
more
significance
is
being
placed
on
marketing
and
promotional
strategies
in
the
economic
society,
even
NGOs
should
start
to
think
about
the
promotion.
The
traditional
ways
of
micro
blog
and
the
website
is
too
bland
to
provide
a
favorable
impression
to
the
visitors
and
most
of
the
information
is
not
accessible.
Be
Better
is
rebuilding
its
website
which
is
a
really
encouraging
move,
however,
the
layout
and
the
appearance
of
the
page
are
still
extremely
coarse.
Our
team
thinks
that
more
finance
should
be
put
into
the
construction
of
interactive
online
promotion
tools.
To
be
more
specific,
Be
Better
could
consider
re-‐designing
its
official
website
to
make
it
more
user-‐friendly
and
eye-‐
catching.
At
the
same
time,
new
media
tools
such
as
Wechat
public
platform
and
Cloud
storage
are
also
good
choices.
Therefore,
we
highly
recommend
Be
Better
to
exploit
some
of
these
new
publicity
channels.
A
high-‐qualified
multi-‐dimensional
promotion
system
would
surely
help
Be
Better
a
lot.
Recommendation
(2):
Add
more
online
curriculum
to
the
existing
program,
and
create
online-‐
offline
services.
The
mobile
terminal
is
bound
to
make
up
an
important
component
in
the
future
communication
and
education.
Financial
management
education
is
also
a
proactive
choice
that
can
be
compatibly
combined
with
the
new
educative
mode.
Compared
to
traditional
classes,
online
curriculum
is
a
more
efficient
and
convenient
way.
On
the
other
hand,
the
network
education
library
shall
enjoy
a
high
reputation
that
can
compensate
for
its
lack
in
promotion.
The
online
courses
can
communicate
Be
Better
to
more
schools
or
NGOs
so
that
they
can
share
information
with
each
other,
including
the
experience,
the
data
resources
or
even
some
fund
raising
secrets.
Recommendation
(3):
Perfect
the
feedback
mechanism
and
set
more
examples
to
attract
volunteers
and
participants.
Though
the
feedback
reports
works
effectively,
showing
the
numbers
of
students
influenced
and
achievements
projects
have
made,
a
friendly
mechanism
to
present
the
advantage
of
Be
Better’s
programs
is
missed.
In
the
section
of
accountability
our
team
mentioned
even
investigators
need
to
spend
some
efforts
finding
and
understanding
those
reports,
let
alone
the
public.
Without
an
agreeable
network
base,
people
strange
to
Be
Better
will
always
be
passers-‐by
and
feel
hard
to
get
themselves
involved.
Recommendation
(4):
Develop
its
innovative
self-‐funding
services
but
stick
to
the
original
philanthropy
intention.

Self-‐funding
ability
can
be
seen
as
a
competitive
edge
of
Be
Better
since
it
is
a
credible
way
to
solve
part
of
its
problem
of
funding.
While
most
of
the
NGOs
are
relying
on
donation,
it
is
optimistic
for
Be
Better
to
ameliorate
its
financing
structure
through
innovative
ways.
Thus
our
group
really
encourages
these
activities.
However,
we
do
not
take
it
for
granted
that
a
NGO
could
open
as
many
profitable
projects
as
they
can.
There
need
to
be
a
balance
between
the
earning
programs
and
the
philanthropy
programs.
The
self-‐raising
fund
should
be
used
to
sustain
its
philanthropy
programs
which
are
the
instinct
duties
of
Be
Better.
Concretely,
our
group
considers
it
to
be
much
efficient
if
Be
Better
can
found
an
independent
department
dealing
with
its
self-‐funding
services.
Recommendation
(5):
Follow
up
the
students’
growth,
plan
them
for
the
future.
It
would
be
very
hard
if
Be
Better
want
to
achieve
this
goal.
However,
as
a
member
in
the
education
industry,
Be
Better
has
a
lot
of
resources
or
cultivating
models
to
learn
from.
A
personal
file
is
the
best
record
of
a
teenager’s
growth.
Be
Better
could
try
to
cooperative
with
the
local
education
bureau
to
make
this
kind
of
financial
management
and
citizenship
education
a
valuable
experience
in
teenagers
personal
files.
Then
it
shall
be
easier
for
Be
Better
to
trace
their
steps
and
watching
educated
students
grow
into
pillars
of
the
