One legacy of past school shootings, particularly after Columbine, is that law
enforcement response tactics to these threats have changed from isolate, contain,
negotiate, and tactical response to that of immediate entry and engagement by the first
responding officers on the scene. This tactical change rightly recognizes that prior
shootings indicate there is an unacceptable risk probability that school attackers have
the primary intention to kill as many as possible. Thus, time is of the essence. Simply
put, the operative assumption must be that an assailant intends to kill and must be
neutralized as soon as possible.

Two teenage girls reported being assaulted
and were able to give information
pertaining to the location.
Within minutes images were provided to
the detective and Victim/Witness
Coordinator to utilize during the
interviews. Not only were the girls able to
pinpoint the location, the vehicle used
during the assault was clearly visible in the
images. The vehicle was parked at the
assailants home and visible in the images
from Dec. 2008.
The victims described the vehicle and
approx. location prior to seeing the
imagery. Based on the images, the
Detectives were able to determine the
vehicle owner and occupants of the home
and able to obtain photos which lead to
positive identification.
The Detective stated the images will be
utilized in court. Needless to say, the
prosecutor's office was very thankful for
this tool.

85. Ralph “Bucky” Phillips Case – Western
NY State
Throughout the summer,
troopers from around the state
were assigned to follow a trail of
stolen cars, burglaries and
sightings across western New
York.
Longobardo, 32, and Baker, 38,
were shot Aug. 31 behind the
home of Phillips' ex-girlfriend as
they staked out the location.
Longobardo's leg was amputated
and he died three days later.
Authorities finally closed in on
Phillips near the New York-
Pennsylvania line Sept. 8. He
emerged from a field with his
hands up, clearly worn down by
the long chase.
