NOTICE OF INTERVENTION AND AUTOMATIC UNSEALING
The State of Florida, Office of the Attorney General, the Department of Legal Affairs
(the “Department”), hereby notifies the Court that the Department is exercising its authority to
intervene in and proceed with this action, in accordance with section 68.083(6)(a), Florida
Statutes (2018). Accordingly, the Department will conduct this action on behalf of the State of
Florida. Pursuant to the express terms of Administrative Order 2016-01, the filing of this
intervention notice automatically unseals the action, without any need for a motion to unseal.
Defendant, the largest seller of motor vehicle crash reports in the United States, has
already admitted that it paid the State only once for the sale of any crash report even when it sold
that same report multiple times (and collected an agency fee on each such sale). Defendant’s
admitted misconduct, which was perpetrated through a pattern of knowingly false records and
statements about its financial and legal obligations under the central repository contract,
wrongfully deprived the State of substantial monies that belong to the public fisc.
