1. The Phillipsburg Fire Department is located approximately fourteen miles northwest of Dayton,
Ohio and serves a community with a population of 557 (2010 census). We are asking for
$230,000.00 in the Vehicle Program Area.
PROJECT DESCRIPTION/BUDGET
After a thorough risk assessment, it was found that the Phillipsburg Fire Department is in a dire
need of a new ambulance. Currently we have two ambulances, 1999 Ford Type III Horton that
has needed several repairs in the last few years, and a 2001 Ford Type I Wheeled Coach that
has also needed several repairs over the past several years.
There have been times when we have had to call for a mutual aid medic, since our medic had
broken down enroute to a medical call.
In life and death situations, this is unacceptable. This problem negatively affects our ability to
provide mission critical services. As a result obtaining this ambulance would increase our
effectiveness in responding to emergency calls and significantly improve the safety of the
firefighter/EMTs on our department.
Our EMS area covers parts of Clay Township with a population of 8,847 (2010 census). Clay
Township is located at the intersections of US Route 40 and State Route 49, to highly traveled
highways. There is a private school and rock quarry located in our district as well. Providing
emergency services to these residents is always a concern.
Our thirty member part time/volunteer department goes on approximately 300 calls per year
within our 24 square mile coverage area. We serve a primarily rural, farming community
located in Southwestern Ohio, approximately fourteen miles from Dayton, Ohio.
The Phillipsburg Fire Department is seeking grant funds for the purchase of an ambulance.
How the grant funds would be used:
Medium Duty Ambulance – Vehicle Acquisition Program:
Project Cost is: $230,000.00
5% Local Match is: $11,500.00
Federal Share is: $218,500.00
We will provide (not through this grant) the ambulance with equipment that meets the
minimum standards for advanced life support response and transport.
2. As Lieutenant it is my responsibility to find ways service can be available for all emergency calls.
Consequently, I approached the members of the fire department, the village council, and the
township board to get permission to apply for the grant and to ask for the matching funds if we
receive the grant.
Consequently, if we receive the gran we have an extensive driver and operational training once
yearly, and we will ask the manufacturer to do operations training when the truck arrives.
The Phillipsburg Fire Department seeks AFG grant funds to assist our part time/volunteer fire
department in adequately performing advanced and basic life support and transport.
The application request is for funding the purchase of an ambulance that will replace our aged
non-complaint 1999 Ford Type III Horton.
This ambulance need to be taken out of service due to the fact that it is unsafe and unreliable, a
new ambulance would meet NFPA 1971 standards as well as any other local and state
guidelines.
It would also help with mutual aid to our surrounding communities. The need to improve and
update our equipment is tremendous concern, not only for the safety of our firefighters, but
also for the surrounding communities we serve.
The new ambulance would also benefit the neighboring cities when our department is
requested for mutual aid.
FINANCIAL NEED
Local funding is not readily available in Phillipsburg.
Median household income is $38,958 and 8.64% of our population is below the poverty line.
Median household income has shrunk by approximately 6%. The overall population is 557
which is an approximately 11.31% decline according to 2010 census.
With the decline in population as well as decline in property values, which has decreased by
approximately 19.31%, the local tax base is not growing; negatively affecting the tax bases
ability to support the fire department.
Phillipsburg has very few industries/businesses providing employment within the town; the
majority of employment occurs in larger towns averaging 19.3 minute commute time.
The fire department is, and has always been respected and supported by the community.
3. However, due to the current economic times, the fire department’s needs greatly exceed
available financial support.
A project of this magnitude is just not affordable for our community.
COST/BENEFIT
Knowing that we can get in the ambulance and go as soon as we get the call, without worry of it
breaking down, would create confidence in our fire department members when the need
arises.
The benefits to the community and our department are numerous.
The department will be able to work with an ambulance that is safe, compliant vehicle fully
equipped to complete advanced life support duties while transport to one of the area hospitals
(closest 15 miles away) efficiently and effectively.
Getting to an emergency call or residence safely is also a very important factor. This ambulance
would certainly ensure safer travel for the fire department members and patients.
The ambulance will also benefit surrounding communities when our department is requested
mutual aid.
Being the small community that we are, we can only afford to maintain the vehicles we have;
this grant would enable us to have a newer vehicle that we wouldn’t have to worry about
servicing as often as our current fleet.
We go on approximately 300 calls per year and the need for an ambulance, which is updated
and running efficiently, is a significant factor.
The new ambulance would also enable us to provide better, faster service to our community
and the surrounding communities.

vehicle that is currently in use.
This project will update the Phillipsburg Fire Department to meet NPFA 1971 standards and
help with mutual aid to our surrounding communities.
STATEMENT OF EFFECT
4. The Phillipsburg Fire Department is seeking AFG funding to help us get our department in
compliance with NFPA 1971 properly and with up-to-date modern equipment so our part
time/volunteers are safe in all the situations we respond to when assisting out citizens in our
daily operations. This award will have the most positive affect on our daily operations and the
safety of our firefighter/EMTs.
Our department is very dedicated to protect lives and property, serving our people and we are
the type of service AFG fund is supposed to help. All of our members are certified firefights and
EMTs.
Each year our department responds to a minimum of three-hundred calls and having a new
ambulance and compliant equipment will help us meet the demands on our department. The
need for a new ambulance is disproportionate to our tax revenues and the resources that we
possess in our small community.
We will track the impact of this grant over the next five years as we measure its positive impact
on our community.
We appreciate tour support and would like to express our appreciation for the opportunities

We will close out the grant process within one year.
