process that will hopefully address these
early problems.
VALID is looking forward to greater emphasis on:
• Capacity building strategies (esp. pre-planning)
• More time for planning process
• Greater flexibility through increased bundling of items
• Improved design and accessibility of portal
• The community connection functions being picked up
through ILC initiatives
• Control of the plan being with the participant
