Moncef Belkhayat was born in 1970 in Rabat. He was the Minister of Youth and Sports in the Government Abbas El Fassi (2009 - 2011). Currently Chairman of an investment company operating in several domains. He's also active in the political and associative Moroccan scene. In 1988, he earned his Hih School diploma in Sciences. In 1992, he graduated from the Higher Institute of Commerce and Business Administration (ISCAE).
