Village employment is an unsolved problem and many countries around the world are facing challenges with that, what is the solution? what should we do to stop unwanted immigration from villages to cities?

2. Problems in the Village X
• Unemployment
• Low Income (poverty)
• Low productivity
• Weak Extension Services
• Traditional farming system (low yield)
• Degradation of natural resources (e.g. over grazing)
• Weak Social Capital (lack of Trust)
• Conflicts on using the existing resources (because of increase in
population and limited resources)
• Soil Erosion & Flood Disaster and damages
• Migration (especially youth generation)

3. 1- Selecting a NGO as a facilitator for working with local
community in the field of capacity building and empowering
It is preferred to select a local NGO who knows social and
cultural condition of local community much better than
NGOs from other places (national or provincial NGOs).

4. 2- Collecting some information about the study area before
entering to the village including:
- Social
- Cultural
- Economical
- institutional
- Environmental condition of the village
Using existing reports, census data, secondary data and so on
(General Information about the village)

5. 3- Conducting briefing meetings with local official from
government side to explain to them the capacity building
approach
and also getting permission from local officials for having
intervention at village level (entering to village)
Collecting some information about any previous intervention
by other agencies, NGOs, Charity foundations or CSR and so
on.

6. 4- Based on the gathered information, the suitable
ENTRANCE STRATEGY would be selected by considering the
following points:
- Identifying powerful/influential people at community level
and briefing them before having common meeting
- Using capacity of existing events (participating in ongoing
events, festivals, sport matches and so on)

7. 5- Ice breaking and Trust Building among community members for
Having their active participation
6- Using PRA tools for
- Better understanding of village situation (Situation Analysis)
- Learning from them
- Rising Awareness & Empowering them by using different tools
like:
- Resource map. Social map, daily activities, historical time line,
resource trends, problem tree, solution tree and so on.

8. 7- Consulting with local officials and local experts to find out
what are the relative/comparative/competitive advantages of
the village
- Evaluation of livelihood assets at village level including:
- Human Asset
- Social Asset
- Natural Asset
- Financial Asset
- Physical Asset (Infra structures)

8- Holding joint meeting with government officials to check the
feasibility of the solutions and also to plan for implementation
and to define role and responsibilities of each stakeholder
especially:
- Local Government (mainly in infrastructure development,
financial support, providing training courses and technical
support for improving crop productivity and so on)
- Local Community (in implementation of the plan in terms of
man power)
- NGO or Facilitator (for education and training and advisory
services by help of senior experts from Government body or
Universities or Research Centers or Scientific Association)

9- Institutionalization and Establishment of a Suitable
Organization for policy making at village level and having
coordination in managing and directing the village
development plan (Like: Village Development Group-VDG)
And follow up actions (communication with local officials on
behalf of local community) + Advocacy and conflict resolution
at community level
And strengthening COORDINATION at two levels:
- Among local Utilizers (farmers and other beneficiaries)
- Between local community and local officials

10- Establishing a Participatory Monitoring and
Evaluation (PM&E)
To ensure that the Village Development Plan is going to
be implemented correctly and on time and it has
positive impacts on livelihood condition of local
community, the PM&E will be developed by
consultation of local community (by defining suitable
Criteria and Indicators)

11- Selecting a proper Exit Strategy
It is supposed that after capacity building and empowering
process, the local community members have high level of self-
confidence and more aware of their potentials and capacities and
the know how to find proper solution to use them and to cop
with threats and shocks and to use new opportunities and how to
work as a team and group working. They know advantage of
considering Value chain, Processing of Raw Material, branding,
packaging and direct marketing the rural products and using
integrated and holistic approaches so they need less support of
outsiders

12- Supervision and Distance Support
Capacity Building at community level and Empowering them
takes time and since situation is not constant (we have dynamic
systems) so NGO or Local Officials has a role in supervising the
implementation phase of the Village Development Plan and if it is
necessary some distance support and advisory services (per their
request) would be provided
