Kharkiv Regional Government signs into law the adoption
of the "GovPort™ Framework" at a closed hearing
Kharkiv, Ukraine (October 7th, 2015) - eGoVisa Group, the global leader in e-
Government Framework management software, today unveiled its GovPort™
Framework Services system to the Kharkiv Region heads and deputies at an official
signing ceremony at the National Academy for Public Administration under the President
of Ukraine.
The new platform will enable governments to build applications to connect their citizens
via cloud, stepping into an arena with giants like Microsoft, Google, Amazon and IBM,
which have staked a claim to be premier Internet of Things (IoT) cloud service providers.
In an official hearing followed by a ceremony, eGoVisa CEO Ghassan Matar
demonstrated the GovPort™ platform in the presence of Deputy Governor Yuliya
Svitlychna and other key officials from the Kharkiv Regional Council. Under the
agreement, eGoVisa will see its GovPort™ technology implemented across the Kharkiv
region followed by nationwide trials to begin in late December, 2015.
eGoVisa said its "GovPort™" service will be a managed cloud platform "that lets
citizens connect to government services via a Citizen Portal through a variety of devices
that easily and securely interact with cloud applications and other devices on the
Framework." The company said the platform, which is launching in beta, will be able to
support billions of transactions" which can be processed and routed to their respective
originator’s endpoints and to other devices reliably and securely," noted Jiří Křapáček,
Technical Support Coordinator at eGoVisa Group.

“GovPort™ is a revolutionary product in the eGovernment development sphere and is
designed to enable a drastic reduction in Business Process cycle times, enhance citizen or
customer experiences while simultaneously saving tax payer outlays. We find significant
traction for GovPort™ in verticals like eGovernment, Banking, Insurance, Telecom,
Healthcare and Logistics.” said DominkaŠafránková – Chief of Staff, eGoVisa Group.

Public management reforms have been a key factor in improving the capacity of Ukraine
and in particular the Kharkiv region under the governance of Igor Rainin and his deputy
Yuliya Svitlychna. With the strong support of U.S. Ambassador to Ukraine Geoffrey R.
Pyatt, Kharkiv has addressed issues such as budget deficits; external pressures on
competitiveness, not least as a result of growing globalization; perceived lack of public
confidence in government; growing needs for services; and increasing demands for better
and more responsive services. We are happy that they have chosen to realize their
objectives through the use of our GovPort™ platform which we believe is best equipped
to deliver the goals of the Kharkiv region and Ukraine as a whole.
Most governments employ complex heterogeneous IT systems, which have been running
in production for a long time with disparate applications running in heterogeneous
environments. The move to a centralized eGovernment system is fraught with difficult
challenges especially when budgets are tight or non-existent. Most, if not all, are
incapable of rapidly responding to market demands. One way to address this challenge
was to look for a radically different alternative that alleviates this problem and enables
governments to slowly build up complex IT systems using common and reusable
libraries. GovPort™ was chosen because it was conceived from the onset as a rapid
application development framework for government systems and other complex IT
solutions.

The agreement confers the GovPort™ framework as the de-facto standard for the
Kharkiv region. In addition to the adoption of the Framework, the Kharkiv regional
authority will, effective immediately, adopt and implement the GovPort™ SmartDMS
system, the citizen register, the internally displaced case management system and the
asset register and tracking system. Immediately after the signing ceremony, deputy
governor Yuliya Svitlychna reiterated the need to reduce corruption, increase
transparency and accountability, and improve governance. Needless to say, this is an
important and encouraging development.
“Under central planning, Ukraine as influenced both by the economic system in place
and by corruption. While the economic changes introduced after independence focused
on correcting the systemic distortions, not enough recognition was given to the equally
compelling need to overcome official corruption and develop the institutions, practices
and the necessary tools to support market-oriented reforms. This important aspect of the
many challenges faced by these countries has only recently begun to receive the attention
it deserves”. Said Sean Kielty.
Other than seeing the widespread adoption of its technology, “eGoVisa’s stated goals are
aimed at effective implementation of its policy in the fight against corruption and
organized crime, while providing guidance and support to justice sector development and
reform efforts to enhance the lives of ordinary people”, remarked Šafránková.
GovPort™ SmartDMS System Unveiled
eGoVisa and its strategic technology partner Konica Minolta demonstrated their joint
solution including the unveiling of the beta release of its SmartDMS solution, a
Document Management System written completely using and under the GovPort™
Framework. With the combination of the state of the art Konica Minolta hardware and
cutting edge software by eGoVisa, the Kharkiv regional government will benefit from
the most technologically advanced solution in the market ahead of all other regional and
international governments.
“Document management is a challenge which many governments and organizations face
today because files are created daily on a scale never before seen, and sifting through
them to determine which of them need to be stored for later use or reference or discarded
is a huge challenge. Technology has allowed us to move far beyond the old heavy filing
cabinet and on to computer databases which provide the amount of space necessary to
store numerous files and access them on demand. But even with these advances in
document management there are some companies which may not be using their storage
to maximum advantage” said, Ghassan Matar, CEO of eGoVisa Group.
After the signing of the supply agreement, deputy Governor Yuliya Svitlychna under the
authority of Governor Igor Rainin enacted into law a six-month program compelling all
deputy regional governors to implement the GovPort™ DMS solution before the spring
of 2016. A 50-person task force was setup which includes several key members of the
eGoVisa team and which will be overseen by Oleksandr Lukashov, deputy director &
coordinator of realization of development strategy at the department of economics and
international relations of the Kharkiv Regional State Administration.

eGoVisa will immediately send out a 10-man team to Kharkiv which will work with the
local teams to coordinate the implementation, testing and training of the stakeholders.
"our meeting here is not by coincidence. In fact, we have specifically chosen to conduct
our meeting inside of the Kharkov Regional Institute of Public Administration of the
National Academy of Public Administration under the President of Ukraine which as an
institute of higher education, will be entrusted with and responsible for the training of
personnel for the operation of e-government". Remarked Yuliya Svitlychna after
announcing that NAPA will be entrusted with training the people who will use the
GovPort framework and SmartDMS solution.
eGoVisa has awarded the ongoing development contract to Revotech Solutions, which
successfully bid for the realization of the production version of its SmartDMS product.
Revotech’s team will work closely with eGoVisa’s in-house developers to ensure that by
the time the system has been fully implemented, it has progressed from beta stage to a
production environment.
"We want to create more efficiencies for governments so they can better serve their
citizens and eliminate corruption. That's the bottom line. We believe the best way of
achieving this is to develop an ecosystem of integrated technologies, which all link
seamlessly together," said Dmytro Shuval, chief of NGO GloBee during his speech at the
hearing.

A 50-person task force was setup which includes several key members of the eGoVisa team and which will be overseen by Oleksandr Lukashov, deputy director & coordinator of realization of development strategy at the department of economics and international relations of the Kharkiv Regional State Administration.

Dmytro Shuval, Oleksandr Lukashov & Deputy Yuliya Svitlychna eGoVisa will immediately send out a 10-man team to Kharkiv which will work with the local teams to coordinate the implementation, testing and training of the stakeholders. "our meeting here is not by coincidence. In fact, we have specifically chosen to conduct our meeting inside of the Kharkov Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine which as an institute of higher education, will be entrusted with and responsible for the training of personnel for the operation of e-government". Remarked Yuliya Svitlychna after announcing that NAPA will be entrusted with training the people who will use the GovPort framework and SmartDMS solution.
  • 9. eGoVisa has awarded the ongoing development contract to Revotech Solutions, which successfully bid for the realization of the production version of its SmartDMS product. Revotech’s team will work closely with eGoVisa’s in-house developers to ensure that by the time the system has been fully implemented, it has progressed from beta stage to a production environment. "We want to create more efficiencies for governments so they can better serve their citizens and eliminate corruption. That's the bottom line. We believe the best way of achieving this is to develop an ecosystem of integrated technologies, which all link seamlessly together," said Dmytro Shuval, chief of NGO GloBee during his speech at the hearing.
