- 1. The Centers for Medicare & Medicaid Services (CMS) will base
a portion of your hospital reimbursement payments on how
well your hospitals perform in 20 key measures beginning in
fiscal year 2013. Are you ready?
Value-based Purchasing (VBP), a program resulting from the Patient Protection
and Accountable Care Act of 2010, requires CMS to base a portion of hospital
reimbursement payments on how well hospitals perform in 20 VBP measures,
instead of on merely their reporting on those measures.
Moreover, VBP pits your hospitals against the entire market: the cost-neutral
program is funded by withholding money from all hospitals and returning the
funds to those hospitals that meet the performance measurements. You need to
know where your hospitals stand in this value-based purchasing scramble, and
how to improve your scores on the CMS measures so you can earn back any
funds that have been withheld and protect your bottom line.
HCD’s KnowledgeEdge Value-based Purchasing application helps hospitals
track and monitor the quality measures mandated by CMS. A Summary tab
enables you to assess all the VBP measures in one view and see your overall
VBP score. The Process of Care and Patient Experience tabs provide detailed
graphs, charts, and reports for the measures in each of these categories. From
there, you can drill down to the details that determine your score, so you know
exactly which measures need attention and what the financial repercussions
will be if the hospital doesn’t improve. For instance, you can connect each VBP
measure with specific physicians, nurse stations, or other staff – not just with
roles or departments – for full individual accountability.
