1. STATE COVERAGE PROGRAMS
What is the validity of state coverage programs?
It will be costly to comply with federaleligibility and
standards for enrollment. Many system changes
will be needed and unfamiliar roles to be filled.
States have budgetlimitations that cannot afford
making changes to meet new guidelines required
such as any new enrollment for employers or
payments on premiums.
Existing programs offerexpansions of new health
insurance that will also require all of the state’s
residents to get coverage.
Testpilot states have had success inimplementing
insurance coverage programs at state level
preventing future costs setbacks.
Costs and system changes have been replaced
with improved upgraded programs such as
exchanges betweenhealth insurers and
employers, a reverse rostersystem, consolidating
programs to widen coverage,and meet Federal
requirements while keeping personaldata
confidential and flexible for change.
What is the necessity of state coverage programs?
States that have not opted in the ACA programs
show only a 3 percent increase in Medicaid
enrollments compared to the 17 percentfrom
states that have opted in (Secretary, 2013).
States use own resources to implementhealth care
reform initiatives to reduce burdens on admiration.
States will build a better relationship with insurers
and community businesseshave proven an
increase of participation.
