A Washington University School of Law graduate, David Frasher previously served as the City Administrator for the Kansas City suburb of Oak Grove, Missouri. Employed as the City Manager of Hot Springs, Arkansas, since early 2016, David Frasher recently hired Glen Barentine as airport director.

2. Introduction
• A Washington University School of Law graduate, David
Frasher previously served as the City Administrator for
the Kansas City suburb of Oak Grove, Missouri.
Employed as the City Manager of Hot Springs,
Arkansas, since early 2016, David Frasher recently
hired Glen Barentine as airport director.
Mr. Barentine had been filling the position on an
interim basis since the retirement of George Downie in
February 2016. Well equipped for the job, Mr.
Barentine has worked at the Hot Springs Memorial
Field since he was hired as the airport’s operations
manager by Mr. Downie in 2002.

3. Glen Barentine
• During this time, Mr. Barentine has helped transition
the airport into a full FAA Part 139 Commercial Airport.
Mr. Frasher commended Barentine’s performance
during the interview process and explained that he has
four goals for the 27-year veteran of the aviation
industry. Mr. Barentine is tasked with designing a new
master plan for the airport, creating financial growth
and long-term budget stability, and working to extend
the runway. He will also undertake training in economic
development.
