Whereas, construction projects which utilize heavy construction machinery produce high levels of noise
may and have taken place close to residence halls; and
Whereas, the noise generated by construction projects may and has disturbed students in ways that
hinder their academic performance and health; and
Whereas, a typical working day starts at 8am and the earliest class starts at 8 am; now, therefore, be it
Resolved, that construction projects that utilize heavy construction machinery and produce high levels of
noise which can be heard inside a residence hall, and therefore may interrupt the student body’s
residential life, should begin work no earlier than 8am when the residence hall is occupied by students;
and
Resolved, that the Student Association encourages Physical Facilities to inform students of the working
schedule of any major construction being done near residential areas on campus.
Impact Statement
The purpose of this resolution is to ensure that students’ academic and personal life are not negatively
affected by noisy construction projects, therefore enabling students to pursue academic excellence and
take full advantage of the educational opportunities at Binghamton University.
