This was an appointment by the Civic Education Project, a volunteer organization that
places social science instructors in universities of the former USSR. My initial title was Visiting
Docent. After two years, I was promoted and received the designation of Elected Docent. I was a
member of the Department of Public Administration and Social Policy, and my mission was to
teach public finance courses. I returned to Tartu as a Fulbright Scholar in 2016. As a Fulbright I
