Purpose: Provide an authoritative and secure data
source for the Navy Conservation Program
Goals:
1. Facilitate Annual Conservation Metrics
a. Natural Resources
b. Cultural Resources
2. Provide web-based reporting for DEPARC/EMR
3. Central document repository for INRMPs, Annual
reports, permits and other key guidance documents

INRMP Definitions to Remember
Compliant INRMP:
An INRMP that has been both approved in writing and reviewed, within the
past five years, as to operation and effect, by authorized officials of DoD,
USFWS, and each appropriate state fish and wildlife agency.
Operational INRMP:
A previously compliant INRMP that is still being used to guide natural
resources management on a given installation, irrespective of signature
date or most recent review for operation and effect, and is considered
functionally equivalent to a Compliant INRMP provided that INRMP has
previously been deemed compliant.
Review for Operation and Effect:
A comprehensive, joint review by the parties to the INRMP, conducted no
less often than every five years, to determine whether the INRMP needs an
update or revision to continue to adequately address Sikes Act purposes
and requirements.

INRMP Updates and Revisions
INRMP Update:
Any change to an INRMP that, if implemented, is not expected to
result in a NEPA document. Such changes will not result in a
significant environmental impact, and installations are not required
to invite the public to review or to comment on the decision to
continue implementing its INRMP.
INRMP Revision:
Any new natural resources management actions necessitated by
changes to the military mission, the condition of the plan, or the
status of the species present and not previously considered by the
parties to the INRMP when the plan was last approved and /or
reviewed for operation and effect. All such revisions require
approval by all parties to the INRMP, and will usually call for a new or
supplemental NEPA analysis.
