1. Interim Strategic Plan for Civil Registration and Vital Statistics
in Timor-Leste
The following is an interim strategic plan developed based on the
recommendations of the CRVS assessment carried out in Timor-Leste. The
next steps involve an on the ground visit by WHO-SEARO consultant to
finalize the strategic plan with consensus of national authorities. This activity
is to be undertaken as part of the next APW of the SEARO consultant.
Top 5 priorities for CRVS in Timor-Leste:
1. Increasing coverage and completeness of death registration
a. Mobile registration
b. Inclusion of the Church, death notification pre-burial
c. Training and sensitization
d. SISCa workers as notifiers of death
2. Better Cause of Death data: For both Institutional and Community
Deaths
a. Complete medical records
b. Training and enforcement of medically certified cause of death
in health facilities
c. Verbal Autopsy pilot- linked to automated ICD-10 software
3. ICD-10 coding for cause-of-death data(medical records to begin with):
a. Training on ICD-10 for all medical record staff
b. Automated ICD-10 pilot
c. Coding of all MCCD at health facilities( or centrally at HMIS)
4. Generation and Publication of Vital Statistics for civil registration:
a. Data dissemination and data release procedure to NSD
b. Plausibility and consistency checks
c. Strict adherence to timelines
5. Inter-agency Steering Committee:
a. An overarching governance body, to ensure M&E, collaboration,
coordination and enforcement of improvements of CRVS in TLS
b. Clearly articulated roles and responsibilities of all involved
agencies
c. Enforcement of MOA already signed by 5 ministries
