Oversee Program Management Office (PMO) for reengineering and streamlining command and control
messaging system used at >250 domestic and overseas facilities for US government’s foreign affairs agency.
Plan and manage system replacements at embassies, consulates, and missions. Administer program
budgets ranging from $50M to $100M per year. Direct procurement, contracting, HR, facilities management,
and computer system support for two physical locations. Supervise seven direct reports plus program/project
teams, including contracted senior managers. Serve as Contracting Officer’s Representative for PMO,
coordinating up to 14 staff contracts as large as $3.5M each. Evaluate Request for Quotes (RFQs) and
Statements of Work (SOWs). Experienced in Ariba Spend Management system.
• Revamped major PMO contract vehicles to achieve greater efficiency by requiring adherence to quality
