                                  RESOLUTION

REQUESTING THE CITY ADMINISTRATION TO INITIATE THE ACQUISITION OR
CONDEMNATION AND SUBDIVISION, IMPROVEMENT, AND CONVEYANCE OF
THE LAND BENEATH “PHASE 5” OF KAHUKU VILLAGE.


     WHEREAS, “Phase 5” of Kahuku Village is currently comprised of about 70
homes makai of Kamehameha Highway on land identified as TMK No. 5-6-0029-027;
and

      WHEREAS, many of the homes are occupied by long-time residents with low- or
moderate- incomes who have deep personal connections and experiences with the
former Kahuku Sugar Plantation or Kahuku Town; and

      WHEREAS, the lands in “Phase 5” have been the subject of various proposed
and actual transfers, and development proposals, leaving their future very insecure; and

       WHEREAS, the Kahuku community and the City Council are very concerned
about the situation and welfare of the “Phase 5” residents; and

       WHEREAS, the Council finds that, in order to best assist the “Phase 5” residents,
the City should gain ownership of the “Phase 5” real property; and

       WHEREAS, by doing so, the Council believes that action then may be taken to
subdivide, improve, and preserve the homes in “Phase 5” for continued occupancy by
current residents; now therefore,

      BE IT RESOLVED by the Council of the City and County of Honolulu that the City
administration is urged to initiate the acquisition or condemnation and subdivision,
improvement, and conveyance of the land beneath “Phase 5” of Kahuku Village to
ensure the continued occupancy of the homes by the current residents; and

       BE IT FINALLY RESOLVED that the clerk is directed to transmit a copy of this
