The Printing Presses and Publications Act 1984 controls all forms of publications in Malaysia and currently allows licenses to be issued until revoked by the Home Minister, whose decisions cannot be challenged in court. Sections 2, 12, 12(2), 13A(1), and 13B(1) relate to licensing and permits for publications. Abolishing annual license renewals means the Home Minister would have absolute discretion to revoke licenses without explanation or opportunity for appeal.
