2. Requirements for OER
The OER Foundation and the WikiEducator community, the
following are important dimensions they consider requirements
for OER:
1. Philosophical: Drawing on the essential freedoms we believe
that OER should be accessible at no-cost (gratis) but more
importantly provide users with the necessary freedoms to
adapt, modify and earn a living (libre).
2. Pedagogical: permissions drawing on David Wiley's 4Rs, ie
the permissions to Reuse, Revise, Remix and Redistribute
3. Technological : that is storing OERs in editable and open file
formats.
