          Gate-keeping


                         Gate-keeping is
                         the process of assessment and
                         planning of children’s needs and
                         circumstances which should
                         precede their admission into
                         residential care, and contribute to
                         their onward progression-back to
                         their families, into a form of
                         substitute family care, or moving to
                         some form of independent living.

Basic Requirements for Gatekeeping
  • A range of targeted services in the
    community

  • Decision-making based on
    assessment and review

  • An agency responsible for
    coordinating the assessment
  •
  • Results based monitoring systems
Current monitoring system and local
governments’ performance
      •   is too much oriented on measuring
          “protection actions”, but not the whole
          complex of measures for implementation of
          the rights of the child in the community (very
          small number of indicators measured)

      •   is assessing only some aspects of work of
          certain governmental agencies, but not the
          results/impact of their coordinated actions

      •   is based on absolute numbers which is not
          comparable (there is possibility for
          manipulation)
Principles and approach


                  •   The whole system of implementation
                      of the rights of the child within local
                      community should be assessed

                  •   All children of the city/rayon should be
                      counted and actions of all social
                      agencies should be taken into
                      consideration

                  •   The assessment should be based on
                      the main rights rights which are defied
                      by the UN CRC

Model for Measuring Performance (2)

         Generally model for measuring performance of local authorities can be
         defined using the following formula:

         PE=12∙sin60∙(B∙J+J∙G+G∙F+F∙D+D∙C+C∙B)

         РЕ – overall performance
Advantages of the Model


              •   It is a comprehensive approach for
                  measuring all children’s rights in
                  accordance with UNCRC and current
                  legislation;

              •   Every group of the rights is measured by an
                  aggregated index which consists of the
                  several indicators describing certain
                  aspects of this right;


              •   It is based on the integrated approach and
                  interagency collaboration. It is does not
                  assess performance of certain departments
                  or agencies but only their synergetic work.

 •   В – Safety and Security Index
 •   С – Right for Education and Development Index
 •   D – Right for a Life and Healthcare Index
 •   F – Supporting Families and Children in Needs Index

Safety and Security Index (В)

   •   The index is measuring child safety and includes such parameters
       as crime rate, home and family safety, school safety, road safety
       and failure of parents to fulfill their responsibility

   •   Most of the indicators forming index В are included into official
       reports of Criminal Militia for Children, Department of Health and
       the State Statistics. Indicator В1 is based on data from reports of
       the Services for Children.

   •   Safety and Security Index is calculated by the following formula:
       В = (В1 + В2 + В3 + В4 + В5 + В6 + В7 + В8 + В9 + В10 +
       В11+B12) / 12

   В1 – Failure of parental responsibilities
   В2 – Lost children
   В3 – Juvenile delinquency
   В4 – Repeated juvenile delinquency
   В5 – Children victims of crime
   В6 – Children victims of domestic violence
   В7 – Children home accident rate
   В8 – Child suicide rate
   В9 – Child mortality rate due to home accidents
   В10 – Child mortality rate due to road accidents
   В11 – Child mortality rate due to external causes (diseases and
     morbid conditions)
   B12 – Child school accident rate

Right for Education and Development Index (C)
   •   Index indicates access to education for children including children
       with special needs. It considers in particular such parameters as
       access to pre-school education, promotion of inclusive education,
       IT technology in schools, human resource needs in education
       sector, etc.

   •   Most of the indicators within index С are included into official
       reports of the Department of Education and the State Statistics.
       Indicator С6 is calculated on the basis of data from the Department
       of Statistics. Indicator C6 requires additional actions for the
       collection.

   •   Index measuring right for education and development. It can be
       defined using following formula:
       С = (С1 + С2 + С3 + С4 + С5 + С6 + С7 + С8) / 8
Right for Education and Development Index (C) –
Indicators

   С1 – Access to preschool education
   С2 – Ratio of students in mainstream schools of all types and forms of
     ownership who study on the afternoon shift
   С3 – Level of provision of inclusive education
   С4 – Provision of computers in schools
   С5 – Access to high-speed broadband internet schools
   С6 – Overcrowding of kindergartens
   С7 – Staffing rate in mainstream schools
   C8 – Participation rate in after-school activities (hobby groups,
     classes, associations except sports)

Right for a Life and Healthcare Index (D)

  •   Index indicates access of children, including children with special
      needs, to high-quality medical healthcare. It consists of such
      parameters as children’s mortality and health (i.e. coverage by the
      child health recovery programme, provision with infrastructure for
      development and sports, staffing level in the healthcare sector etc).

  •   All the indicators within index D are included into official reports of
      Department of Health, Department of Education, Criminal Militia for
      Minors, Department for Family and Youth and the State Statistics.
      Indicator D4 is calculated based on the data of Department of
      Health. Indicator D5 requires additional collection of data.
  •   Index D is calculated by the following formula:
      D = (D1 + D2 + D3 + D4 + D5 + D6 + D7 + D8 + D9 + D10 + D11)
      / 11, where
Right for a Life and Healthcare Index (D) –
Indicators

   D1 – Infant mortality rate
   D2 – Child mortality rate
   D3 – Child disability rate
   D4 – Primary medico-social care development rate
   D5 – Nurse staffing rate
   D6 – Perinatal HIV transmission rate
   D7 – Alcohol and drug abuse rate among children
   D8 – Participation rate in after-school sport activities
   D9 – Provision of hot school meals for children of 1st-4th years
   D10 – Rate of school-age children covered by the annual health
     recovery programme
   D11 – Rate of subsidized children covered by the annual health
     recovery programme

Supporting Families and Children in Needs Index
(F)
  •   Index indicates access to the quality social services for vulnerable
      families with children. It consists of individual parameters, such as
      number of families in difficult life circumstances, social support and
      service delivery provided to them, staffing level in the social
      services sector etc.
  •   All indicators forming index F are either based on data from official
      reports of Centers of Social Services for Family, Children and
      Youth, Services for Children, Department of Health, Department for
      Family and Youth, Criminal Militia for Monors and Department of
      Labour and Social Protection.
  •   Index F is calculated by the following formula:
      F = (F1 + F2 + F3 + F4 + F5 + F6 + F7) / 7, where
Supporting Families and Children in Need Index
(F) – Indicators

  F1 – Number of vulnerable families
  F2 – Ratio of children living in the vulnerable families
  F3 –Ratio of families in difficult life circumstances
  F4 – Social support efficiency delivery for families with children
  F5 – Baby abandonment prevention rate
  F6 –Teenage birth rate
  F7 – Staffing rate of the social services sector

Right to Grow up in a Family Index (G)
 • Index indicates placement of orphans and children without parental
   care into family-based care. It includes such parameters as
   institualisation of children, development of family-based care,
   reintegration of children into family environment and their de-
   institualisation

 • All indicators forming index G, except G14 are based on data
   directly included into official reports of Centers of Social Services
   for Family, Children and Youth, Services for Children, Department
   of Health, Department of Education and the State Statistics.
   Indicator G14 requires additional data collection.

 • Index G is calculated by the following formula:

    G = (G1 + G2 + G3 + G4 + G5 + G6 + G8 + G9 + G10 + G11 +
    G12 + G13 + G14) / 14, where
Right to Grow up in a Family Index (G) –
Indicators
 G1 – Level of orphanhood
 G2 – Level of the family-based care development
 G3 – Actual placement rate of orphans and children without parental
   care into family-based solutions
 G4 – Level of institualisation of children under 3
 G5 – Level of Institualisation of children (from birth till 18)
 G6 – Ratio of orphans and children without parental care in
   institutional care
 G7 – Reintegration rate of children who have not been granted the
   status of orphaned/deprived of parental care from institutional care
   into their original biological families
 G8 – Reintegration rate of orphans and children without parental care
   from institutions to family based care
 G9 – Level of national adoption
 G10 – Reintegration rate of children from family-based care into
   biological families
 G11 – Adoption rate of children from family-based care
 G12 – Level of placement children back to institutions
 G13 – Level of cancelling adoption

 • Index J indicates respect of the rights of young people to residence
   and employment.

 • All indicators forming index J are based on data from official
   reports of Centers of Social Services for Family, Children and
   Youth, Services for Children, Departments of Labour and Social
   Protection, job centres and the State Statistics.

 • Index J is calculated by the following formula:

   J = (k1*J1 + k2*J2 + k3*J3 + J4 + J5) / 5

It consists of such parameters as children’s mortality and health (i.e. coverage by the child health recovery programme, provision with infrastructure for development and sports, staffing level in the healthcare sector etc). • All the indicators within index D are included into official reports of Department of Health, Department of Education, Criminal Militia for Minors, Department for Family and Youth and the State Statistics.
