BMI's Business Environment Ratings for the Middle East and Africa (MEA) pharmaceutical market underline some of our key views about how the sector is performing in emerging markets. In particular, we highlight Saudi Arabia, Egypt and Ghana as the most positive and promising, while the UAE and South Africa will continue as the main investment focuses. We draw attention to Ghana, newly added to our ratings, which has entered at a respectable regional ranking of 15th out of 19. In MEA terms this is quite low, but in terms of our Sub-Saharan African market coverage only South Africa has a higher score with 53.5, compared to Ghana's 39.1. Since South Africa benefits from a longer history of established health and social infrastructure and is a base for most multinational drugmakers looking for an entry point into Africa, its higher score is to be expected. Morocco's pharmaceutical business environment is ranked in between Iran and Oman in BMI's Q310 Business Environment Ratings. An overall score of 46.4 out of 100 puts it in ninth place out of 19 Middle East and Africa markets in our regional universe. In 2008, the Moroccan Ministry of Health said it had hired an extra 340 specialist doctors and 203 general practitioners, reported Maghreb Arab Press (MAP). Meanwhile, 1,234 nurses have been recruited, as well as 27 dentists and 15 pharmacists ' an increase of over 150% on 2007 levels. In 2009, the number of medical, paramedical and administrative health workers rose by 20.6% from 2007 and 2008. The government recruited 1,100 paramedics in 2008 and 1,500 in 2009 and has launched an initiative to train 3,300 doctors by 2020. According to Minister of Health Yasmina Baddou, the current finance bill (2010) contains provisions for the recruitment for 2,000 posts in the healthcare sector. BMI welcomes the government's focus on increasing medical personnel numbers ' the lack of which has created an uneven distribution of medical workers and facilities across the country, leaving people in some areas without access to quality medical care. Further highlighting increasing government focus on healthcare provision, in March 2010 the health authorities in Morocco started a campaign to fight cancer in the country by opening new treatment centres and expanding healthcare coverage. The disease accounts for 7.2% of deaths annually, with 3,000 new cases diagnosed each year. The MAD8bn campaign aims to make treatment, detection and preventive care more accessible. The anti-cancer campaign will also expand cancer patients' right to receive healthcare benefits, helping to offset the high treatment costs ' which is crucial as more than 50% of patients do not have any health insurance and, according to the Ministry of Health, up to 90% of the treatment costs for some types of cancer are borne by the patients.
