TheRoyalSocietyforthePreventionofCrueltytoAnimals(Victoria)wasestablishedin1871
andsincethen,theRSPCAhasbecomeAustralia’sleadinganimalwelfareorganisation.
RSPCAVictoriaisamemberofRSPCAAustralia(thefederationoftheeightstateandterritory
RSPCA’sinAustralia).TheRSPCANationalBoardconsistsofthePresidentsortheirnomineesfrom
eachmemberSociety,withtheCEOsinattendanceasadvisors.
Acrossthestate,theRSPCA’scommunityservicesincludetheworkundertakenbyourInspectorate
andourAnimalServicesandEducationteams.TheRSPCAoperatesnineanimalwelfareshelters
inVictoria,providingrefugeandcareandwherepossible,offeringthousandsofanimalsasecond
chance.OurteamofRSPCAInspectorsworkstoprotectanimalsfromcruelty,investigating
complaints,prosecutingoffendersandrescuinganimalsfromdangeroussituations.
TheRSPCAworkstirelesslytoeducatethecommunityregardinganimalwelfareandtoadvocatefor
improvedlegislation.Legislativeimprovementstoprotectanimalshavebeenachievedatbothstate
andfederallevels,thankstothecontinuedlobbyingoftheRSPCA.

andsmall’.Only3%oftheRSPCA’soperatingexpensesaresupportedbyagrantfromtheVictorian

TheRSPCAinVictoriawasfoundedin
July1871whichresultedintheparliament
passingamodicumoflegislation,based
onBritishlaw,topreventcrueltyto
animals.Butitwasnotuntil1980that
animalwelfarefinallybecameapolitical
issueandVictorianswenttothepollsthat
yearwitheachpartypromisingserious
animalwelfarereforms.Principalreforms
weretheestablishmentoftheBureauof
AnimalWelfare,andthedevelopmentof
anewPreventionofCrueltytoAnimalsAct
andaDomesticAnimalsAct.Federally,the
worldacclaimedAustralianAnimalWelfare
Strategy(AAWS)wasadoptedasoverall
governmentpolicy.
Atthebeginningof2014,withoutnotice,
thefederalgovernmentabolishedall
nationalanimalwelfarecommittees,
includingtheAAWS.StateandTerritory
governmentswerequicktowithdraw
supportforanimalwelfareinitiatives,
claimingthattherewasnomoney
availableforsuchworkleavingtheRSPCA
andotherwelfaregroupsinapre-1980
situationandfacingthelonghardslog
tore-establishtheinfrastructurethat
hasbeendestroyedandtoreappoint
personnelwhohavebeenscattered
farandwide.
CAMPAIGNS
TheBoardofRSPCAAustraliaendorses
nationalanimalwelfarecampaignswhich
aretheninitiatedbythenationaloffice
andsupportedbytheeightstatesocieties.
Thecampaigntobanliveexportsfor
slaughtercontinuesasitisnotclearthat
thesanctionsestablishedbytheprevious
nationalgovernmentcontinueandare
adequatelypoliced.Therehasbeena
revivalofthenational'HensDeserve
Better'campaignwhichcompliments
thesuccessfulRSPCAApproved
FarmingScheme.

sofar.Thelegislationrequiredforthe

lifetime,andpre-matingandpost-
birthingveterinarychecksofbreeding
bitchesnon-compulsory.Wevoiced
ourconcernsthroughthemedia
regardingthewelfareimplications
ofthesechanges.

InOctober2013welaunchedour
campaigntargetingSpringRacing
Carnivalattendees,educatingrace
goersthathorsesthatfailatthe
flatscanendupinjumpsracingthe
followingautumn.Anintegrateddigital
marketingcampaignutiliseddigital
advertising,socialengagementthrough
Twibbonandpetitions,reachingmore
than126,000peoplethroughour
campaignviasocialmedia.
InMarch2014ouractivitiescoincided
withthelaunchofthe2014jumps
racingseason.Wehighlightedthe
government’s$2millioninvestment
intojumpsracingbyplacingadsin
TheAgeandWarrnamboolStandard,
whichgeneratedadditionalmedia
interviewsandcoverage.Morethan
400peoplevisitedourwebsitetoemail
theirMPandexpresstheirconcerns
withthiscruelsport.

On15March2014theduckshooting
seasoncommencedforanotheryear.
Sadlymanybirdswerekilledand
injuredforthis‘sport’.LocalMayors
werecontactedbyCEOMariaMercurio
urgingthemtoreconsidertheirsupport
ofduckshooting.
Welauncheda‘meetyourMP’activity
toencourageoursupporterstomeet
withtheirMPtohighlighttheissues
andaskforchange.RSPCAsupporters
wereprovidedwithastepbystep
toolkitandavideohighlightingthe
brutalityofthis'sport'.
EveryVictorianMPwassentaletter
fromourCEOoutliningthenumber
ofshootersintheirelectorate.
EveryregioninVictoriaonlyhasa
tinypercentageofshootersintheir
electorate,withthehighestbeing
amere2.8%inGippslandEast.
InJune2014thestategovernment
releasedareportsuggestingVictoria
couldfinanciallybenefitbypromoting
huntingtourism.Theyacknowledged
thatthisprogramwouldbeatargeted
toaselectgroupofpeoplewho
wouldpaysignificantamountsforthe
experience.RSPCAVictoriapublicly
opposedthismodelduetoour
concernthatanimalwelfarewas
beingseverelycompromised.

TheRSPCAisstronglyopposedto
rodeos.Thepotentialforsignificant
injury,suffering,distressorevendeath
totheanimalsinvolvedissignificant.
Sadly,lastyear,morethan15rodeos
wereheldinVictoria.
Welaunchedanintegrateddigital
campaigndesignedtoincrease
awarenessabouttheinherentcruelty
ofthissport.Wecontactedmorethan
20,000supporterswhichleadtoover
800emailssenttoMPsfromVictorians
wantingtoseerodeosbanned.
Inaddition,weutilisedthesocial

messages,creatingareachofover
169,000peopleonsocialmedia.

Surprisingly,itisstillnotwidelyknown
thatadogcandieinahotcarinunder
sixminutes.Toreduceincidencesthis
year,ourcampaigningeffortsfocused
oncreatingawarenessthroughonline
engagement,publicrelationsandthe
distributionof‘dogsinhotcars’posters
throughoutthecommunity.
In2013/14theawarenesscampaign
reachedmorethan200,000people
viaRSPCAVictoria’sFacebookpage;
thevastmajorityofpeoplewerein
favourofhelpingusreduceincidences
byspreadingthemessageonour
behalf.Inaddition,186posterswere
distributedtolocalcouncils,Bunnings
