Representative Toni Rose files legislation to allow
Dallas County to
transport senior citizens
Rep. Rose filed House Bill (HB) 1929 on February 25, 2015. If passed, HB 1929 would give
Dallas County authority to use county vehicles to transport Senior Citizens to Health and
Cultural related events. The program aims to help groups of seniors enjoy the many activities,
parks and scenic places available throughout Dallas County and surrounding areas. By making
this recreational transportation available for use by senior citizen groups, the hope is that it will
assist in adding years of pleasure and adventure to the lives of our valued older citizens. A
similar program has been operating successfully in Harris County (Houston) for many years.
"The passage of HB 1929 would further enhance what Dallas County does to embrace the
concerns of its senior citizens. Staying mentally engaged is one of the keys to longevity. We
strive to provide ways for seniors to stay involved through a wide and growing variety of
services and by reminding them you are never too old to stay engaged," said Representative
Rose. If passed, this act will take place on September 1,2015.
Balch Springs Day at the
Capitol
A delegation of city and community leaders from Balch Springs
traveled to Austin and met with State Representatives Rose and
Burkett, who both represent the Balch Springs community. While
discussing ways to improve and grow the area, city leaders were able
to have an in-depth discussion with Governor Greg Abbott.

Bill Update
Representative Rose offers Significant Bills
House Bill 210- This bill will allow for the training of volunteers to act as mediators between victims,
guardians of victims, and close relatives of deceased victims and offenders whose criminal conduct caused
bodily injury or death.
House Bill 211- Relating to resuming a criminal case after a defendant is determined to be competent to
stand trial. This bill will ensure that when a defendant returns from treatment, the defendant's attorney will
evaluate within a certain time frame if the defendant has regained competency.
House Bill 938- Relating to increased oversight by the Department of State Health Services of hospitals that
commit certain violations. This will help create greater oversight over hospitals that have committed a
violation that resulted in a potentially preventable adverse event.
House Bill 1855- Requires the Texas Department of Criminal Justice to provide correctional officers mental
health crisis intervention training.
House Bill 1929- Will give Dallas County authority to use county vehicles to transport Senior Citizens to
Health and Cultural related events.
House Bill 2626- Relating to the creation of an advisory committee to examine and recommend a plan to
increase the minimum age of juvenile jurisdiction.
House Bill 2631- Relating to hazardous duty pay for certain employees working at state supported living
centers and state hospitals. This bill will make certain employees that work at state supported living centers
state employees, which can qualify them to be entitled to hazard pay.
House Bill 3076- Relating to the improvement of efficiencies in benefit applications submitted to the Health
and Human Services Commission.
House Bill 3092- The bill would let Adult Protective Services implement a pilot program that evaluates the
feasibility and any associated benefits of providing protective services when an elderly or disabled person has
been determined to be at risk of future harm.
House Bill 3990- Relating to the study of the fiscal impact on local governments in Dallas, Ellis, Hunt,
Kaufman, Navarro and Rockwall Counties of restructuring the NorthSTAR behavioral health system and the
effective implementation the Sunset Commission Health and Human Services Commission Issue 9
recommendation.
House Bill 3993- Relating to certain programs established by a municipality to provide affordable housing.
House Bill 4031 - Relating to a statewide Kelley alert to be activated on behalf of a missing adult. The bill
would develop and implement a statewide Kelley Alert to be activated on behalf of a missing adult.

Texas Black Legislative Caucus: African American Legislative Summit
District 110 High School Seniors Awarded Scholarships in Austin
Three students from House District 110, Sarai Garcia, Bobbye Hampton and
Amanda Hernandez, were each awarded $1500 college scholarships from
the Texas Legislative Black Caucus this past week. All three young ladies
attend Yvonne A. Ewell Townview Center in Dallas (Hampton attends the
School for the Talented and Gifted while Garcia and Hernandez attend the
School for Health Professions). Students were selected based upon an
essay and residency in House District 110. Hampton and Hernandez
traveled to Austin to receive their scholarships and are pictured to the right
with Representative Rose. If you have a child or know of a student that will
be attending college in the 2016-2017 school year, please stay tuned for
next year's scholarship selection information.
Texan of the Year
Ms. Irish Watson was honored as District 110's recipient of the Texan of the Year
award. This ceremony took place at the Community Awards Breakfast during the
2015 Texas Legislative Black Caucus' African American Summit weekend on March 3,
2015. A resident in the district since 1997, Ms. Watson has been volunteering in the
southern Dallas community for over 20 years. One of her most proud
accomplishments was serving as a voluntary contributor at the Dr. Martin Luther
King, Jr. Community Center, consistently for over 10 years. Serving in a number of
roles, Ms. Watson has made contributions to the Annual Juneteenth Celebration,
Back-To-School distribution of school supplies, has served as stage manager and
planner for the Annual Harambee Festival and has been a major contributor with
time and talent to the Dr. Martin Luther King, Jr. Birthday Celebration. In addition,
she supports the Dr. Martin Luther King, Jr. march/parade and silent auction. It is a widely-shared
sentiment that Ms. Watson is invaluable in her commitment to the Dr. Martin Luther King, Jr.
Community Center.
Youth Groups Tour the Capitol
Representative Rose hosted three youth groups sponsored by
Dallas Alumnae Chapter of Delta Sigma Theta Sorority,
Incorporated on Tuesday, March 17. The groups were able to see
the legislative process at work! The girls visited both the House
and Senate Chambers where they were recognized by both
Representative Rose and Senator West. They were also taken on
a guided tour of "The People's Building" (Texas State Capitol) and
ended the day visiting with different representatives from the
Southern Sector of Dallas.

American Federation of Teachers (AFT) Day at the Capitol
State Representative Rose met with local educators representing the
American Federation of Teachers on March 9. They were able to share
both insight and ideas for our state-
operated school systems through lively
dialogue and conversation. Our office had a
great time meeting everyone!
Silver-haired Legislative Day at the Capitol
On February 17, senior citizens from around the state gathered on the south steps of the Capitol to
participate in the Texas Senior Advocacy Coalition sponsored, 2015 Silver-haired Legislative Day at the
Capitol. This is a day to celebrate the contributions older adults have made and will continue to make
this great state. Of course, District 110 was there to represent! Several residents traveled to the Austin
to discuss pressing issues that are unique to an aging population and offer solutions to those problems.

SEOC Goes Green
On March 14, State Representative Toni Rose partnered with the Southeast
Oak Cliff Communities Leadership Association, Inc. and Business
Assistance Center, Inc. to launch Southeast Oak Cliff's (SEOC) Community
Recycling Education Project. This program is being launched thanks to a
$25,000 grant provided through Wells Fargo's "Sustainable Communities"
pilot program for the Dallas-Fort Worth area.
Over 30 community members gathered at the Highland Hills library on a Saturday afternoon to hear from
local community leaders, including Representative Rose. Participants were able to learn more about the
City of Dallas' recycling initiative and several people won gift cards for answering recycling trivia
questions correctly. Recycling is FUN! For your reminder, please see the list of things that are acceptable
in Dallas' recycling education program.
