Background  Adoption of the Law on Measures against Violence in Family Relations in 2007.  High society attention to the phenomenon, high awareness and agenda of international partners and the Government;  It followed the costing of the National Strategy on Gender Equality and Eradication of DV;  It served the implementation of the “Community Coordinated Response towards Domestic Violence (CCR)” set up in 11 municipalities; Costing of POs and CCRs in Albania 2

Purpose/Motivation To assess costs of DV, i.e. the cost implications for actors like: State Police, District Prosecution, Judicial District Courts, Local Government, Health Care Services, Social Services, and survivors involved in a DV case; To provide costing models to the local government with the scope of preparing basic budgets. Partnership  In agreement with Ministry of Labour, Social Affairs and Equal Opportunities (MoLSAEO) UN Women sought services of the CLCI, because of their long-standing experience with drafting DV law, legal counseling and court monitoring;  Other partners who provided access to information and data:  State Police,  District Courts  Four pilot Municipalities (Tirana, Durres, Korca and Vlora) Costing of POs and CCRs in Albania 4

Methodology  Designed to identify:  Means and work-time spent by all involved actors while addressing a DV case;  Variables used were time and money;  Tailor-made questionnaires; Costing of POs and CCRs in Albania 5 Lawyers & law practitioners Econo mist Gender/DV with assistan ce of an interna tional expert

Links to the implementation of LMVFR  Helpful to local Government planning and budgeting;  Good enough to highlight the importance of additional services such as:  Legal counseling – for an effective and timely response to DV,  Formal cooperation between state and non-state institutions  Concrete budgetary requirements per actor/partner were provided for budgeting purpose.  The cost for a single DV case is estimated  Alignment with the implementation of NSGE-GBV and DV as well as CEADW concluding recommendations were proposed. The study as an advocacy tool Planning & budgeting Results: with institutions like state police, district courts and district prosecution, so to secure sufficient personnel and infrastructure to respond to the DV phenomenon; with Ministry of Finance, Ministry of Justice and Ministry of Interior, in order to plan additional budget lines for the referral mechanism of DV;  Appointing of personnel dealing with DV and Family issues;  Request for trainings by institutions;  Few budget lines increased for State police and others; Costing of POs and CCRs in Albania 8

Lessons learned  Consultation: participatory approach to validate findings is extremely important;  Political will is a requirement;  Involvement of national gender machinery is required;  Policy and laws might not be result oriented, therefore all need to be translated in action plans.  Data needed: reliable and available;  Alignment of DV costing with current policies at national level; - translation of National strategies into local action plans;  Participatory budgeting process at local level;  Capacity strengthening of service providers to raise efficiency, thus reduce costs; Costing of POs and CCRs in Albania 10 Recommendations
